2017年5月，北京市服务业扩大开放综合试点示范区外籍人才出入境改革"新十条"正式启动实施，朝阳区和顺义区分别设立了外国人出入境服务大厅，为外籍人才提供更为宽松便捷的出入境、停居留环境。"新十条"是在中关村综合试点示范区的拓展。"新十条"面向外籍高层次人才、创业团队外籍成员和外籍管理技术人才、外籍华人和外籍青年学生等四类群体，为外籍人才办理在华永久居留、长期签证和口岸签证，提供更为宽松便捷的出入境、停居留环境。

"新十条"中第6条明确"朝阳、顺义示范区的创业团队外籍成员和企业选聘的外籍管理技术人才，根据外籍人才积分评估标准进行评分，达到一定分值的，可以申请在华永久居留（中国"绿卡"）。市商务局于今年11月启动了"外籍人才在华永久居留积分评估申报工作"。申报工作将于今年12月20日截止。

中国美国商会非常荣幸邀请到北京市商务局与北京市公安局出入境管理局领导为商会会员进行北京市外籍人才出入境政策解读，详细解读"新十条"并对今年在华永久居留积分评估申报进行指导和答疑。

On May 2017, Beijing released 10 new policies on entry-exit for foreigners, targeting four groups, including, high-level foreign talents in the service sector of Chaoyang and Shunyi Districts, foreign members in start-up teams and foreign management and technical talents, Chinese of foreign nationality and foreign young students. The policies provide a better environment of entry/exit and residence for foreign talents applying for permanent residence, long-term visa and port visa in China.

AmCham China is delighted to invite the Beijing Municipal Bureau of Commerce and the Public Security Bureau Entry-Exit Bureau to deliver a policy briefing on Beijing's New Entry-Exit Policies for Foreigners, in particular the new point system for Permanent Residence Application, which closes on December 20 this year. This policy briefing will help companies to have a more in-depth and comprehensive understanding of the foreign talent entry-exit system, which enables better foreign talents attraction and retention.
