With business recovering in China, tax authorities enhance inspections, identify tax risks, and challenge positions taken by taxpayers. Multinational players are left with the question of how to manage relationships with Chinese tax authorities effectively.


As our speaker, we are happy to welcome Mr. Liang Gong, Tax Controversy and Dispute Resolutions Leader at PwC China. He has 20 years of experience in advising multinational and Chinese enterprises in tax controversy situations in China. Before joining PwC, Liang Gong worked for seven years for the Qingdao State Tax Bureau and gained first-hand experience in tax administration and tax audit matters. Over their professional practice, Liang Gong and his team have built up a robust network with tax authorities in multiple locations and levels.

    Rex Chan

    China North Tax Leader at PwC China

    Rex Chan started his professional career in China tax in Hong Kong since 1991, and then moved to Beijing in January 1998. Rex is a full-time China tax partner in PwC China’s Beijing office. 

    In his early years of China tax practice, Rex has acquired extensive knowledge and experience in structuring cross border transactions and providing pre-investment /pre-acquisition tax analysis for multinational clients investing into China.

    Rex is PwC’s north China automotive industry tax leader and the engagement tax partner on a number of multinational companies (primarily automaker companies), including:
     
    - A few European automakers and their China joint ventures, auto-financing company, trading company and other affiliated entities in China. Rex’s team is retained as the group’s China tax advisor covering transfer pricing, customs, cross-border remittance, permanent establishments, tax accounting and other tax structures related consulting.

    - Famous Japanese automakers’ China holding company and investees, providing daily operational tax advice, and most recently a customs/transfer pricing project related to imported vehicles.

    A joint venture automaker in the north China, on an ongoing project aiming to improve the JV’s internal tax risk controls.

    - Clients in other industries: A US MNC with multiple business units in various industries, including energy and power, healthcare, transportation and financial services. PwC China has since become the MNC’s China preferred tax service provider under Rex’s leadership.
     
    Rex is a member of the Hong Kong Society of Accountants, a fellow of the Association of Chartered Certified Accountants in the UK and the American Institute of Certified Public Accountants. Rex also maintains his licensed certified public accountant status in the State of Illinois, USA.

    Liang Gong is the leading partner of Tax Controversy and Dispute Resolution with PwC China’s Shanghai office, with over 19 years experience in providing China tax and business advisory services for multinational companies and China domestic companies, including China tax and structure planning, tax negotiation, Value-added tax (“VAT”), Land Value-added tax (“LVAT”), export VAT refund, Corporate Income tax and other local taxes, tax audit/investigation support, etc. The TCDR team has grown to be a multifunctional, all-service team with nearly 100 members, with professional tax negotiation being the team’s featured service.

    Before joining PwC, Liang had 7 years of working experience in Qingdao State Tax Bureau and gained first-hand experience in Value-added tax (“VAT”) refund, tax audit and tax administration issues. During that time, Liang was often called up by the State Administration of Taxation to join the taskforce of many nationwide tax audits. Further, Liang shared his experience and viewpoints via articles in several national and provincial journals.

    Liang has been dedicated to providing China tax and business advisory services for his clients, and he is experienced in tax controversy and China indirect tax services. His major industrial focus include manufacturing, FMCG, real estate, etc. Over the years, Liang has achieved successful outcomes for his clients on tax controversy cases in a wide range of VAT, Business Tax, export VAT refund, withholding tax on passive incomes, Permanent Establishment, and other tax audit defense cases.
    Liang has an MBA from the University of Oxford as well as a Master Degree in Economics from Renmin University. Liang obtained his Bachelor of Economics with a major in Taxation from Xiamen University. He also holds his CTA qualification.
