Roan Kang joined Microsoft in 2002 and is currently the General Manager of Marketing and Operations at Microsoft Greater China, responsible for all of the products and services of Microsoft Greater China and ensuring the effective operation of China, Taiwan and Hong Kong. At the same time, since the beginning of 2015, he also serves as the Internet of Things Lead (IoT) across the Microsoft Greater China Region, responsible for the strategy and promotion of Microsoft IoT solutions in China, Taiwan, and Hong Kong. Previously, he served as the Office business group lead of Microsoft Japan, business manager of the President Jean-Philippe Courtois of Microsoft International, speechwriter of Chairman Bill Gates, and worldwide launch lead of Office 2007. In 2015 he won a Platinum Circle of Excellence award, which is given to less than 1% of employees at Microsoft. Roan received his MBA from the Stanford Graduate School of Business and has an AB in East Asian Studies from Harvard University.
Jie Li graduated with a master degree from the Beijing University of Foreign Studies in 1985 and obtained his Doctor degree at the University of Tuebingen in Germany in 1991. With an academic record of several years as lecturer and assistant professor at some universities in US and Germany, he successfully finished his professorship qualification (Habilitation) at the University of Saarland in Germany in 2000, where he spent almost 5 years as lecturer.
In 1997, Jie Li joined Daimler AG, a world leading automobile company, in Stuttgart, Germany and went through different positions and stations. In 2003, he was appointed as the Head of External Affairs & Public Policy at Daimler Greater China Ltd. based in Beijing, China. In 2017 he joined Jaguar Land Rover China Ltd. as Executive Vice President responsible for Government Affairs & Alliance Office.
Dr. Kevin Lifan Luo is an Assistant General Counsel of Microsoft and is also the General Manager of the Legal Department of Microsoft’s Asia R&D Group (“ARD”). He is responsible for all legal matters for ARD. ARD, headquartered in Beijing, is Microsoft’s largest R&D group outside the US. Dr. Luo is also responsible for Microsoft China in the areas of cybersecurity law, regulation and policy.
Prior to the current responsibility, Dr. Luo was the General Manager for government and corporate affairs for Microsoft China. Dr. Luo had worked in Microsoft’s headquarters in Redmond, Washington, US from 1999 to 2011, holding various positions including Associate General Counsel for Patents for Microsoft’s Server and Tools Business, Director of IP Licensing, Senior Licensing Counsel, and the lead patent attorney for Windows Division.
Before joining Microsoft in 1999, Dr. Luo had been in private practice with the former law firm of Pennie & Edmonds LLP in New York City.
Dr. Luo holds a J.D. from Fordham University Law School; Ph.D. and M.A. from Columbia University, both in electrical engineering. Dr. Luo graduated from Tsinghua University, Beijing with a B.S. in electrical engineering.
Christopher is a China market veteran, who has lived in Beijing since 1994.
Since joining USITO in March 2016, Christopher has spearheaded public policy advocacy in China, representing 50 of the leading US and European ICT companies and five U.S headquartered ICT trade associations.
Christopher has positioned USITO as the authoritative voice of the global ICT industry in China and a force multiplier for companies seeking to deploy technologies and disrupt in this critical market. Christopher has in-depth working knowledge of China’s policy environment and US-China bilateral trade relations. He leads USITO’s engagement with government agencies, and maintains close partnerships with senior government officials, think tanks and academic institutions. He has specific expertise in cybersecurity, telecoms and cloud computing policies, internet governance, ICT standards, intellectual property, artificial intelligence, environmental protection, and industrial policies.
Christopher is a seasoned consultant and team leader, with experience across government relations, IPR, market entry and access, M&A, media and corporate communications, brand strategy, digital and social media, sales and distribution and crisis management.
Prior to joining USITO, Christopher has worked with local, regional and national government bodies, academic and research institutes, NGO’s and media outlets throughout the region. He has managed complex assignments involving customer complaints and litigation, IPR disputes, joint venture establishment, environmental protection and labor disputes, with the highest levels of government including the Supreme Court, SAIC, MOST and the NDRC.
Christopher has also counseled corporations on China market development strategies, helping them develop competitive brand advantage. He has advised large multinationals such as Procter & Gamble, Honeywell, Bayer AG and IBM and specialist niche players, including NGO’s and Internet businesses. Christopher’s long tenure “on-the-ground” in China has helped him develop a uniquely accurate and compelling perspective on Chinese customers and stakeholders.
Christopher holds a BA from Columbia University and has conducted post-graduate research at the University of Hawaii and the Chinese Academy of Social Sciences. He has been recognized by CIPRA for his work in the field of public relations in China. He is fluent in Mandarin Chinese and English and has served as a guest lecturer at Beijing University and Tsinghua University.

Albert Xie is Vice President, Public Policy and Government Relations at General Motors, China, with over 30-year working experience in the academia in China and foreign companies, and good understanding of the Chinese and Western cultures.
Albert holds a Bachelor of Science degree from the Beijing Aeronautical Institute, and a Master’s degree in business administration from the China Program of City University in Seattle, Washington.
Before joining the corporate world, Albert had an 11-year career in the academia in China, teaching aviation engines and aircraft maintenance at the Civil Aviation University of China. Prior to General Motors, Albert worked for General Electric (GE) in China for 17 years, serving major leadership responsibilities covering sales and marketing, and government affairs, and most recently served as General Manager, China Government Affairs, GE Aviation.
Albert joined General Motors (GM) China in February, 2014, as Vice President for Public Policy and Government Relations based in Beijing, responsible for building and maintaining GM's strong relationship with key government agencies, interpreting China's political environment to support management decisions, promoting GM's corporate image, and fostering strong relationships with GM's partners to enhance its government relations strategies.
