Alvin Q. Liu was named president of Boeing China in September 2023. He serves as Boeing’s senior in-country executive, leading company-wide activities and supporting the development and implementation of Boeing’s China strategy. Liu is also responsible for leading government and community engagement, supporting new business and industrial partnerships, and expanding Boeing’s relationships with stakeholders in China. He reports to Dr. Brendan Nelson AO, president of Boeing Global.

Liu joined Boeing in 2022 as executive vice president of Government Operations, Boeing China and was responsible for building and strengthening partnerships with government stakeholders in China.

Previously, Liu had two decades of senior leadership experience with Ford Motor Company, serving as vice chairman of the company’s Greater China Operations and vice president of Ford International Market Group. Liu previously also held leadership roles at Chrysler Corporation and DaimlerChrysler AG.

Liu earned his master’s degree in International Relations and his Juris Doctor from Marquette University in the United States.

Bing Zhou served as the Head of China Government affairs at Vantive.

In this role, he is responsible for leading the development of government affairs strategy and policy management for the Chinese market.        

Bing Zhou brings 20 years of experience in the field of Government Affairs in multinational organizations across various sectors including Intel, Dell, GE, Novartis, and Paypal as well as in China’s Ministry of Commerce (MOFCOM).  Bing Zhou has served as the Deputy Director of the Bo’ao Forum for Asia (BFA) and is an expert on Asian Economic Integration.

Bing has a master’s degree at University of International Business and Economics and a bachelor’s degree at Wuhan University.

Mr. Qiang Lv is Divisional Vice President of Global Government Affairs at Abbott Laboratories. He is based in Beijing and leads the North Asia Regional Government Affairs team, reports directly to the headquarter. Qiang joined Abbott in 2014 as Vice President of Abbott China, responsible for corporate government affairs and supports the rapid development of Abbott's nutrition, medical devices, diagnostics and established pharmaceuticals in China.

Prior to join Abbott, Qiang was the Corporate Affairs Director of Mars Wrigley. He served several senior positions for corporate affairs and market development in Siemens and Sandoz, the generic division of Novartis before he joins Mars Wrigley.

Qiang was born in Beijing. He was professionally trained in the area of stomatology and medical engineering and received bachelor’s degree from the Fourth Military Medical University of China. He holds EMBA of INSEAD and Tsinghua University.

Mr. Weijia Wang serves as the Vice President of Dell Technologies. As the leader of Greater China Government affairs team, he oversees communication and cooperation with governments, trade associations and relevant organizations to support Dell’s business in Greater China region.

Prior to joining Dell in 2017, Weijia Wang served at senior management positions of Government Affairs at leading consulting firms where he provided strategic counsel and professional services specializing in government relations, public policy, strategic development, and issues and crisis management to a range of multinational companies across industries in China.

Before that, he worked for the Ministry of Commerce of China (MOFCOM), where he was responsible for Asia-Pacific Economic Cooperation (APEC), regional economic cooperation and free trade negotiations. He also served as Commercial Consul at the Chinese Consulate General in Chicago, USA.

She has a PhD in Economics, from Northeast Normal University and; an MBA, from the University of Offenburg (Germany).

Liu Chang has 20 years of industry experience, covering the World's top 500 multinational companies, government agencies, and colleges. Liu Chang is the President of the European Union Chamber of Commerce in China (EUCCC) Government Affairs Forum.

Gu Qiang is a Senior Managing Director with Teneo. Qiang leads the firm’s Beijing office and Government Affairs practice in the Chinese market.
Qiang has over 20 years of experience in government affairs, corporate affairs, policy advocacy and corporate reputation management. He will play a critical role in advising the firm’s global multinational clients on their business, government affairs and corporate reputation strategy in the Chinese market.
Qiang joins Teneo from Microsoft, where he was most recently Head of Government Affairs for China. During his time at Microsoft, Qiang was responsible for government affairs strategy, strategic government partnership, business driven government engagement, policy advocacy and issues management. Prior to his role at Microsoft, Qiang held a similar role at Qualcomm.
Qiang holds a Master’s degree from the Chinese Academy of Sciences and a Bachelors degree from Peking University.

With nearly 30 years of legal experience, Mr. Zhou concentrates his practice on foreign direct investment, cross-border mergers and acquisitions, private equity and venture capital transactions, as well as regulatory compliance and data security matters. He regularly advises multinational corporations (from Fortune 500 to SMEs) and non-governmental organizations across diverse industries—including technology, automotive, aviation, media and entertainment, semiconductors, healthcare and life sciences, banking and financial services, publishing, manufacturing, consumer products, and professional services—on their strategic expansion, investments, and business operations throughout China and Asia.Mr. Zhou also advises leading Chinese companies on outbound investments, cross-border mergers and acquisitions, and strategic alliances across global markets including the United States, Europe, and other key jurisdictions. He is also familiar with regulatory matters impacting international trade and investment, including CFIUS reviews, export controls, and economic sanctions.

Prior to joining JunHe, Mr. Zhou was a partner in the transactional and regulatory group at Wilmer Cutler Pickering Hale and Dorr LLP. Earlier in his career, he practiced corporate law at Paul, Weiss, Rifkind, Wharton & Garrison LLP, working in its New York, Hong Kong and China offices.

Chen Qi is a Professor and Doctoral Supervisor at the School of Social Sciences, Tsinghua University, and the chief expert of a major project of the National Social Science Fund. He serves as the Director of the Tsinghua Center for US-China Relations, the Chairman of the Academic Committee of the Belt and Road Strategy Research Institute at Tsinghua University, a member of the Expert Committee on Artificial Intelligence Security Governance of the Ministry of Foreign Affairs, a member of the Expert Group of the United Nations Commission on Human Security, an executive director of the Chinese Association for the United Nations, a resident researcher at the Tsinghua-Carnegie Center for Global Policy and the director of the China-US Track II Dialogue Project, a recipient of the Excellent Mentor Award at Tsinghua University, and a member of the Editorial Committee of the journal Peace and Development. He has previously served as the Deputy Dean of teaching at the School of Social Sciences, Tsinghua University, the executive editor-in-chief of International Political Science, and an editor of the Chinese Journal of International Politics.

Tao Xie is currently the Dean, Professor, and Doctoral Supervisor at the School of International Relations, Beijing Foreign Studies University (BFSU). He received his B.A. from Sichuan International Studies University and earned his Ph.D. in Political Science from Northwestern University in 2007. He joined the faculty of BFSU in the same year and has been teaching there ever since.

His primary research interests include American politics—covering Congress, the presidency, elections, and public opinion—as well as U.S.-China relations. He has published five articles in SSCI-indexed journals and nearly twenty articles in CSSCI-indexed journals.

In 2011, he was selected for the New Century Excellent Talents Program by China’s Ministry of Education. In 2019, he was appointed Visiting Professor at the University of Technology Sydney, Australia. He also serves as a peer reviewer for leading English-language journals, including Journal of Contemporary China, American Politics Research, International Studies Quarterly, and European Journal of International Relations.

Zhou Peng, Vice President of the Research Department of CICC and a macroeconomic analyst, is responsible for in-depth research on macro fundamentals, macroeconomic boom tracking and forecasting, and research on asset allocation. Before joining CICC, Zhou Peng served as a macro researcher at the World Bank and the Institute for Economic Thought and Practice at Tsinghua University. Zhou Peng participated in the compilation of "China's Experience: An Economic Summary of Forty Years of Reform and Opening Up", which was published in Chinese by Shanghai SDX Joint Publishing Company and in English by Springer. Zhou Peng holds a bachelor's degree in economics from Peking University, a Schwarzman Scholar and a master's degree in global leadership from Tsinghua University, and is a joint doctoral candidate of management at the University of Chinese Academy of Social Sciences and the University of Stirling.
