[ Training Overview ]


Looking at the world at large, we're facing a period of major change that's rarely seen in a century. Looking back to the year of 2020, Britain exited from the EU, the price of crude oil slumped into negative for the first time in history, China-U.S. relations deteriorate significantly, the negotiation completion of China-EU CAI, and the global economy is on the risk of sinking into recession because of the COVID-19 pandemic.


IMF statistics show that China, where businesses started reopening in April, 2020, and new infections have been minimal, is the only major economy now to have growth in 2020. We witness China is moving toward a high-quality development model with its unique national governance characteristics, while China will draw a blueprint for the next five years at the National People's Congress in March 2021.

  • What role does the Chinese government play in guiding the country into success?
  • How should multinational corporations take advantage of China's characteristics to keep business growth?


Over the past four decades, the Chinese government has played a vital role in the process of social and economic development, guiding China's transition from a planned economy to a market economy. During this period, multinational companies have gradually entered China and are enjoying the benefits of opening-up and reform. At the same time, they also noted the importance of communicating and cooperating with various stakeholders from a panorama of perspectives to deal with various challenges.


It is time to seriously study the Chinese government hierarchy, how the government governs the country, the evolution of China's economy system, where the Chinese economy is moving toward and how to cooperate with the Chinese government.


This course is intended to help Government Affairs (GA) practitioners to better systematically understand 1) how the Chinese government governs the country, 2) the role of the Chinese government in economic development, 3) the objectives of the Chinese economy development, and 4) how to cooperate with the Chinese government to keep business growth.

    Brent Yuan joined Yuan Associates in January 2010 and become a partner in January 2017.

    As the Senior Director for Yuan Associates, Mr. Yuan is responsible for client services across multiple sectors like manufacturing, IT, services, pharmaceuticals, and agriculture, etc. Mr. Yuan focuses his energy on helping international clients to promote the corporate reputation and address operational challenges, specializing in government relations and external communications. Since July 2016, Mr. Yuan has been the firm’s key trainer for the Government Affairs Certificate Training Program of the American Chamber of Commerce in Beijing, which has received massive positive recognition after three years of operation.

    Mr. Yuan has valuable experience working with multinational companies, concentrating in public relations, branding, crisis management, and media relations from ten years of professional experience in relevant fields at both media outlets and multinational enterprises. Before joining Yuan Associates, Mr. Yuan worked as a public communication supervisor to several multinational enterprises, including BMW and Amway. Prior to working in the public relations sector, Mr. Yuan started his career as a reporter for China Construction Machinery magazine, during which time he interviewed over 40 presidents of multinational companies.

    President of Yuan Associates

    Mr. Yuan Haiying founded Yuan Associates in February 2004, and since then he and the firm have become major players in China’s growing government affairs industry.
    Mr. Yuan has thirty years experience in the Chinese Government, including senior diplomatic postings in Washington D.C., as China’s Agriculture Attaché, and in Rome, as the Alternate Representative to the United Nations Food and Agriculture Organization (UNFAO). He has been involved in negotiations on numerous bilateral and multilateral agreements in the areas of trade, investment, agriculture, forestry, fishery and environmental protection. For his efforts, Mr. Yuan received an Outstanding Contribution Certificate from the U.S. Secretary of Agriculture and Outstanding Contribution Awards from the U.S. Forest Service and the U.S. Fish and Wildlife Service. In China, Mr. Yuan was the Director of the Ministry of Forestry’s Department of International Cooperation, where he coordinated the Ministry’s relations and joint projects with foreign governments and international organizations.
    After retiring from public service, Mr. Yuan worked as Senior Vice President at Edelman Public Relations for three years and as Vice President at APCO Worldwide for three years. Mr. Yuan chaired the Government Affairs Committee of the American Chamber of Commerce and the China Quality Brands Protection Committee (QBPC) of the Chinese Government Cooperation Committee. Additionally, he was a Council Member of the China International Public Relations Association (CIPRA) and the Beijing Foreign Investment Association.
    Mr. Yuan graduated from Peking University with a degree in English and International Politics. He speaks Mandarin and fluent English.
