Gloria Xu is Public and Government Affairs General Manager, Greater China, the Dow Chemical Company, responsible for the company’s policy advocacy, government engagement, and strategic communications in the Greater China region. Prior to joining Dow, she led the China government affairs functions of DuPont and Standard Chartered Bank respectively for over 10 years with rich experiences in policy development and regulatory issues.
Gloria was China Public Relations Manager of Alibaba.com Group and helped build up brand awareness of the company at its start-up stage at the beginning of this century.
From 1993 to 2000, Gloria was a political correspondent with China Daily, covering legislative and foreign affairs, military, Hong Kong, Macao and Taiwan news.
She is a board member of China American Chamber of Commerce and Deputy Secretary General of Multinational Companies Committee, China Petroleum and Chemical Industry Federation.
Gloria graduated from Nanjing University with a BA in English Language and Literature.

Vanessa Shaw-Dore joined the Office of Global Policy and Strategy in April 2020 as the Country Director of the U.S. Food and Drug Administration’s China Office. Ms. Shaw-Dore previously served as the CDC Division of Global Health Protection (DGHP) Deputy Program Director overseeing CDC’s Global Health Security Agenda (GHSA) work in Vietnam. Prior to her time in Vietnam, Ms. Shaw-Dore served as the CDC DGHP GHSA Deputy Program Director for CDC’s Democratic Republic of the Congo country office. Before joining CDC in April 2016, Ms. Shaw-Dore served as a Branch Chief in the Health Resources and Services Administration HIV/AIDS Bureau, Division of State HIV/AIDS Programs. In that role, Ms. Shaw-Dore oversaw $490 million in Federal funds in support of Ryan White Part B and AIDS Drug Assistance Program grants for 20 states and U.S. territories, including Washington D.C., Puerto Rico, and the U.S. Virgin Islands. Ms. Shaw-Dore has almost 15 years of operations and management experience with domestic and international U.S. Government-funded public health programs. She has also led coordination of high-level interagency programs within international work settings. Ms. Shaw-Dore holds a Master of Public Health in Community Health Sciences, a Master of Arts in African Studies, and a Bachelor of Science in Biology, with a concentration in Molecular Biology.

Hubert is a US citizen and has been working in China since 2004.
