Forum Background

Continuously promoting the linkage of medical insurance, public health, and drug distribution in terms of system integrity and coordination is an important measure to improve people's health and realize the healthy China strategy. "Three Medical Linkages" refers to the linkage between medical insurance system reform, public health system reform, and drug distribution system reform. According to the important role of medical insurance in the "three medical linkages", using medical insurance as a lever to jointly promote the "three medical linkages" needs to promote the reform of payment methods, improve the formation mechanism of medical prices and the negotiation and purchase mechanism of medical insurance, and consolidate public health system. And promoting the reform and innovation of medical insurance payment methods requires cross-industry industry, academia, research, and political experts to discuss cutting-edge topics, share experiences, and optimize policies.

Based on this background, AmCham China will organize the first Healthcare Forum 2023: Medical Insurance Payment Reform and Innovation for "Three Medical Linkages", and invite the Center for International Talent Exchange of the National Health Commission as the supporting organization. Through this series of forums, we hope to gather wisdom from all sectors and promote the healthy, orderly, and sustainable development of the industry.

持续推进医保、医疗和医药在整体性、系统性和协调性方面联动，是提高人民健康水平、实现健康中国战略的重要举措。" 三医联动"就是医保体制改革、卫生体制改革与药品流通体制改革联动， 通俗的说即是:医疗、医保、医药改革联动，即"三医联动"。基于医保在"三医联动"中的定位和关联机制，以医保为杠杆协同推进"三医联动"改革则需要从推进支付方式改革、完善医药价格形成机制和医保的谈判购买机制、夯实医疗健康信息基础等方面入手。推动医保支付方式改革与创新需要跨行业的产、学、研、政专家共同探讨前沿话题、分享经验、优化政策。

基于此背景，中国美国商会将举办2023年第一场健康论坛：以支付方式改革与创新推进"三医联动"，并邀请国家卫生健康委员会国际人才交流中心作为支持单位。我们希望通过这个系列论坛，汇集各界智慧，推动产业健康、有序、可持续发展。
