The National Development and Reform Commission (NDRC) and State Administration for Industry & Commerce (SAIC) are responsible for enforcing the Anti-Monopoly Law with regard to anti-competitive conduct, price-fixing cartels and abuse of dominant market position. The NDRC handles price-related violations and the SAIC, non-price related violations.
In a presentation at AmCham China, officials from both agencies will discuss the standards for filing a complaint on potential anti-competitive activity, the criteria for opening an investigation, recent trends in enforcement, and the effectiveness of leniency programs.

With regard to international cooperation, they will also discuss the July 2011 Memorandum of Understanding with the US Department of Justice (DOJ) and Federal Trade Commission (FTC). Officials will explain how this has affected their enforcement activities and share their reflections on a recent joint workshop with the DOJ and FTC regarding the application of antitrust laws to IP-related conduct.
