Mr. Zhang Xiaoqiang, Executive Vice Chairman and CEO of the Executive Office and legal representative of the China Center for International Economic Exchanges (CCIEE), in charge of the overall work of the Executive Office and the coordination of important researches at CCIEE. He graduated from the Department of Economics of Peking University in 1982. In the following years, he served as Deputy Office Chief and Office Chief of the Department of Foreign Capital and Overseas Investment of State Development Planning Commission (SDPC), Deputy Director of Guangzhou Municipal Development Planning Commission, Deputy Director-General of the Department of Foreign Capital and Overseas Investment of SDPC, Economic Counselor of the Chinese Embassy in the United States, Director-General of the Department of Foreign Capital and Overseas Investment and Deputy Secretary-General of SDPC, and a Member of the Leading Party Group, Secretary-General and Vice Chairman of National Development and Reform Commission (NDRC).

When he served as the Vice Chairman of NDRC, his portfolio successively included the General Office, Department of Basic Industries, Department of Foreign Capital and Overseas Investment, Department of High-Tech Industry, Department of Trade and Department of International Cooperation. He was also in charge of the construction of the Beijing-Shanghai High-speed Railway, the coordination of large-scale infrastructure projects in China’s mainland and HKSAR and liaison with organizations directly affiliated to NDRC, such as CCIEE and International Cooperation Center (ICC).

He is concurrently a Member of the 12th National Committee of the Chinese People’s Political Consultative Conference (Economic Sector) and an Independent Director of China Investment Corporation (CIC) and Deputy Director of Academic Committee of the National Development and Reform Commission.

Yang Yao is a professor at the China Center for Economic Research (CCER) and the National School of Development (NSD), Peking University. He currently serves as the director of CCER and the dean of NSD. He is a member of the China Finance 40 Forum. His research interests include economic transition and development in China. He has published more than hundred research papers in international and domestic journals as well as several books on institutional economics and economic development in China. He is also a prolific writer for magazines and newspapers, including the Financial Times and the Project Syndicate.

Dr. Yao was awarded the 2008 and 2014 Sun Yefang Award in Economic Science, the 2008 and 2010 Pu Shan Award in International Economics and the 2008 Zhang Peigang Award in Development Economics, and was named the Best Teacher by the Peking University Student Union in 2006.

Dr Yao obtained a BS in geography in 1986 and an MS in economics in 1989, both from Peking University, and his PhD in development economics from the department of agricultural and applied economics at the University of Wisconsin-Madison in 1996.

From 1978-1982, he studied at the Mathematics Department of Shanxi University. From 1982-1983, he engaged in advanced studies at the Planning and Statistics Department of Hubei College of Finance and Economics (now Zhongnan University of Economics and Law). In 1987, from February to July, he was sent abroad to learn Japanese sponsored by the government when he studied at Dalian University of Foreign Languages. From 1988-1994, he studied at graduate school of Rikkyo University, Japan and got respectively Master's Degree and PhD Degree in economics.

From 1976-1978, he was a worker at Xin county transportation bureau, Shanxi province. From 1982-1995, he worked as lecturer in the Economics Department of Shanxi University. From 1995-1998, he was Director and associate research fellow in the Research Department of Foreign Economic Relations of DRC. During that period, from 1994-1995, he was visiting fellow in the Industry Institute of Keio University and visiting fellow in the Ministry of International Trade and Industry in Japan as well. From 1998-2000, he was Deputy Director-General and research fellow of the Research Department of Macro-economy of DRC. From 2000-present, he has been working in the Research Department of Foreign Economic Relations of DRC respectively as Deputy Director-General and Director-General of the Research Department of Foreign Economic Relations of DRC.

He is concurrently Executive Director of China International Trade Association, Executive Director of Chinese Association for International Understanding, director of the Chinese Institute of Foreign Affairs, Director of China International Culture Exchange Center, Vice President of China Association for Japanese Economic Studies, Vice President of China Association for Latin American Studies and Director of China-Korea Friendship Association. His research field covers macro-economy, international economy, foreign economic policy and cross-border investment.

He has won the following honors and awards.

1st prize of China Development Research Award.

3rd prize of China Development Research Award (twice).

2nd prize of Anzijie International Trade Research Award (twice).

3rd prize of Commerce Policy Research Award given by the Ministry of Commerce.

DRC Annual Excellent Research Report Prize (twice).

He was awarded government special allowance in 2001.

Fengming Liu is a Vice President of General Electric, and since 2018, he has assumed the position as GE Greater China Region’s president for government affairs and policy. Previously, Mr. Liu served as vice president and General counsel of GE Greater China Region.
In his current role, Mr. Liu oversees GE’s government affairs and public policy initiatives in the Greater China Region. Prior to joining GE, Mr. Liu spent one year at Harvard Law School as a Senior Fellow on the Program on the Legal Profession and a Visiting Fellow at Princeton’s Center for Information Technology Policy. Before that Fengming spent more than a decade at Microsoft in various leadership positions. He last served as Microsoft Associate General Counsel, Vice President & General Counsel of Microsoft Greater China Region (GCR). He was also a member of Microsoft GCR’s Executive Management Committee.
Prior to Microsoft, Mr. Liu was the Director of Law & Government Affairs, Central Asia, at Sea-Land Service, Inc. He served concurrently as the Deputy General Manager of Sea-Land China and General Manager for Sea-Land’s North China Operations.
Mr. Liu was a partner at Davis Wright Tremaine Law Firm from 1995 to 1996. He was with Graham James Deacons Beijing Office from 1992 to 1995 as an associate and then partner and its Chief Representative. Mr. Liu started his legal practice with the Seattle law firm of Riddell Williams Bullitt & Walkinshaw in 1986.
Mr. Liu was a graduate of Peking University Law Department in Beijing (LL.B), Hamline University School of law in St. Paul, Minnesota (JD), and University of Washington School of Law in Seattle, Washington (LL.M and Ph.D. candidacy certificate).
Mr. Liu is a member of the Washington State Bar and an arbitrator of the China International Economic and Trade Arbitration Commission (CIETAC). In addition, Mr. Liu is Vice Chair of the Executive Committee of Foreign Investment Companies of China Association of Enterprises With Foreign Investment, Vice Chairman of Shanghai Association of Enterprises With Foreign Investment; Mr. Liu currently also serves in various advisory capacity for Shanxi Province, Tianjin and Wuhan municipalities. He was a Founder and Vice Chairman of China Copyright Industry Alliance, Vice Chairman of China Software Association, Board member of China Copyright Association, Board member of American Chamber of Commerce, Vice Chair of the Center for the Rule of Law at Peking University, and Academic Supervisor for Graduate Students at Peking University and Jiaotong University.

Mr. Yuan Haiying founded Yuan Associates in February 2004, and since then he and the firm have become major players in China’s growing government affairs industry. Mr. Yuan has thirty years’ experience in the Chinese Government, including senior diplomatic postings in Washington D.C., as China’s Agriculture Attaché, and in Rome, as the Alternate Representative to the UNFAO. He has been involved in negotiations on numerous bilateral and multilateral agreements in the areas of trade, investment, agriculture, forestry, fishery and environmental protection. For his efforts, Mr. Yuan received an Outstanding Contribution Certificate from the U.S. Secretary of Agriculture and Outstanding Contribution Awards from the U.S. Forest Service and the U.S. Fish and Wildlife Service. In China, Mr. Yuan was the Director of the Ministry of Forestry’s Department of International Cooperation, where he coordinated the Ministry’s relations and joint projects with foreign governments and international organizations.After retiring from public service, Mr. Yuan worked as Senior Vice President at Edelman Public Relations for three years and as Vice President at APCO Worldwide for three years. Mr. Yuan chaired the Government Affairs Committee of the American Chamber of Commerce and QBPC of the Chinese Government Cooperation Committee. Additionally, he was a Council Member of CIPRA and the Beijing Foreign Investment Association. Mr. Yuan graduated from Peking University with a degree in English and International Politics. He speaks Mandarin and fluent English.

President & CEO of Career International . Prior to joining Career International, Mr. Guo was the Managing Director for Mercer Greater China and a global senior partner at Mercer. He was also the Chairman of Marsh & McLennan Companies (MMC) in China. MMC is the parent company of Mercer. During his 10 year tenure at Mercer, Mr. Guo Xin had held a variety of leadership positions, including Asia Pacific Human Capital business leader and Deputy Head for Asia Pacific with responsibilities of leading Asia.

In the past 20 years, he has held various management positions in consulting industry both in the US and China. His consulting expertise is mostly in working with clients on developing strategic organization structures, business processes, and human resource systems. His clients include local private and listed companies, state-owned enterprises and multinational companies in and outside of China.

Mr. Guo graduated from Beijing University of Aeronautics & Astronautic with the bachelor’s degree in Mechanical Engineering and the master‘s degree in Systems Engineering. He also received an MBA degree from University of San Francisco in the United States. Mr. Guo Xin is a member of World at Work Global Advisory Board.

Gloria Xu is Government Affairs General Manager, Greater China, the Dow Chemical Company and responsible for the company’s policy advocacy and government engagement in the Greater China region.
Prior to joining Dow, she led the China GA functions of DuPont and Standard Chartered Bank respectively for over 10 years with rich experiences in policy development and regulatory issues.
Gloria was China Public Relations Manager of Alibaba.com Group and helped build up brand awareness of the company at its start-up stage at the beginning of this century.
From 1993 to 2000, Gloria was a political correspondent with China Daily, covering legislative and foreign affairs, military, Hong Kong, Macao and Taiwan news.
Gloria currently serves on the Board of the American Chamber of Commerce China and chairs the China Government Affairs Committee
Gloria graduated from Nanjing University with a BA in English Language and Literature.

Bing Zhou (Vice President, Government Affairs at Dell Greater China)

Bing Zhou serves as the Vice President of Dell Greater China. As the leader of Greater China Government affairs team, he is responsible for Dell’s communication and cooperation with governments in Greater China region. Currently he serves as the Chairman of AmCham China Government Affairs Committee.

Prior to Dell, Bing served at senior management positions of Government affairs at GE, Novartis and other MNCs. Bing was the Deputy Director of Bo’ao Forum for Asia (BFA) and is an expert on Asian Economic Integration. Bing has also served at MOFCOM for a long period of time.

Bing earned his master degree at University of International Business and Economics and bachelor degree at Wuhan University.

Alan Beebe (President at AmCham China)

Alan Beebe was appointed President of the American Chamber of Commerce in China in March 2016. He has more than twenty years of industry and management consulting experience in Asia, including the past fourteen years in mainland China.

Prior to joining AmCham China in Beijing, Alan held various senior executive positions with EY, IBM, and management consulting firms AT Kearney and PRTM. He also led a Beijing based start-up for five years, the China Greentech Initiative, which merged in 2014 with the Paulson Institute, founded by Hank Paulson.
Alan has advised a wide range of corporations and global investors on investing and operating in China, including global private equity firms, U.S. high technology companies and major Chinese enterprises such as China Telecom and China Mobile.

He holds a Master degree from Yale University in International Relations and a Bachelor degree in Business Administration and Computer Science from the University of Nebraska-Lincoln in the U.S. He is a Board of Advisor of the Yale Club of Beijing and in that capacity promotes academic and cultural exchanges between the U.S. and China. He is a fluent speaker of mandarin Chinese, and reads and writes Chinese.

Alan was born and raised in Omaha, Nebraska. He is married with two children.
