2014年,在中国企业"走出去"快速发展的背景下,一年一度的"中国企业全球化论坛"应运而生。论坛聚焦中国企业全球发展的模式、趋势和问题,旨在为对外直接投资的顶尖专家搭建政策沟通平台。论坛连续五年被誉为中国最受欢迎、最具影响力的论坛之一。每年,该论坛平均吸引300名观众和全国媒体的广泛关注,尤其是来自中央电视台等顶级媒体的关注。


2019年是中华人民共和国成立70周年。随着中国不断崛起,成为一个主要大国,其对外贸易和投资关系因与美国持续的贸易争端和低迷的全球增长前景而蒙上阴影。为了抵消贸易战和国内结构性转变带来的经济逆风,中国领导层加大了经济自由化力度,高度重视外商直接投资。


今年的中国企业全球化论坛将重点讨论中美贸易战对中国商业环境的影响以及应对措施。此次论坛的讨论将利用与外国直接投资相关的行业、学术界和监管机构的主要参与者的视角和经验,为在中国营商提供参考。论坛的关注点、意见和政策建议将作为会后报告的基础,为中国政府提供政策建议。此次论坛还将重点讨论中国政府为改善商业环境而采取的措施,其中最引人注目的是《外商投资法》的快速实施。商务部和国家发展和改革委员会的代表将出席专题讨论会、研讨会和专场会议,向与会者介绍最新的立法进展,并就即将到来的"十四五"规划制定过程提供见解。

    Ambassador Edward Boateng was appointed as the fifteenth (15th) Ambassador by His Excellency Nana Addo Dankwah, President of the Republic of Ghana to the People’s Republic of China on June 2nd, 2017. He presented his credentials to the General Secretary of the People’s Republic of China, Mr. Xi Jinping on July 12, 2017. Ghana was the second country in Africa to establish diplomatic relations with The People’s Republic of China in July 1960, and the third to open its diplomatic mission in Beijing.

    Among others, he served as the Chairman of the Millennium Development Authority (MiDA) from August 2006–December 2008. The five-year, approximately $547 million Millennium Challenge Compact aimed at reducing poverty by raising farmer incomes through private sector-led, agribusiness development.

    He has received several international awards/citations, which include the Order of the Volta (Civilian Division) by the Government of Ghana in 2008, The Turner Award in 1995, The City of Philadelphia also recognized him with the Keys to the city of Philadelphia in 2012 and the New Africa Magazine recognized him as the African Business leader of the Year in 2013. He has served on numerous boards in Africa including the Africa Board of World Economic Forum, The Foundation for Journalistic Excellence, National Communication Authority in Ghana, African Business Roundtable and Orphanage Africa.

    Ambassador Edward Boateng was previously the Group CEO of Global Media Alliance and a thought leader on African broadcasting. He is highly respected across the African continent for the role he has played in the development of the broadcast media across the continent. He founded Global Media Alliance in November 1998 in South Africa through which in partnership with other companies/institutions he was able to help break new ground for the introduction of channels like e.tv, the first privately owned free to air in South Africa, eNCA and SABC Africa (the first 24 hour African News channels) and African entertainment channels like the Africa Magic channels on DSTV. He worked with the Travel Channel and the Africa Society to produce the Presidential Tour Series, Ghana, Uganda and Tanzania. He also worked with Anthony Bourdain to produce various food programs in Ghana, Namibia and other countries. Amongst others, he produced the First Oil Series with the Discovery Channel.

    He was part of the leadership that established the concept of commercial malls and movie cinemas in Nigeria and Ghana from 2006-2008. GMA is one of the leading private media companies in Ghana and West Africa owning respected brands like YFM, etv ghana, Happy FM and Silverbird Cinemas plus arguably Ghana’s Number One Communication and Public Relations Company. GMA has 350 plus employees across its various companies. He was also the African Head of Turner Broadcasting and led the establishment and development of channels like CNN, Cartoon Network etc. in Africa.

    Other Previous work experiences include working as a Governor’s Fellow in the office of Governor Joe Frank Harris of Georgia, USA (the first African to do so) where he was a member of the famous Corrections Team that developed the famous “Boot Camp” concept that helped turn around recidivism in the Georgia Correction System in the 1980’s.

    Clare Fearnley took up the role of New Zealand Ambassador to China in early May 2018, cross-accredited to Mongolia.

    Clare has just completed a three year term as Ambassador in Seoul (2015-2017), cross-accredited to Pyongyang. Her previous off-shore roles include Consul-General in Shanghai (1998-2002) and head of the New Zealand Commerce and Industry Office in Taipei (2004-2007), as well as working at the New Zealand Permanent Mission to the United Nations in Geneva (1993-1996), cross-accredited to the United Nations Office in Nairobi. Early in her career she was seconded to the Canadian Foreign Ministry (1992).

    While working in the Ministry of Foreign Affairs and Trade in Wellington, Clare was most recently Director-General for North Asia and before that was Director-General for Asia-Pacific Regional work. She has served as APEC and ASEAN Senior Official, as well as acting as Principal Legal Adviser and as Head of the Trade Law Unit, where she led international trade litigation, including cases in the WTO. Earlier in her career, her MFAT roles included Deputy Director-General of Trade Negotiations. Before joining the Ministry, Clare worked in the private sector in Asia.

    Clare has arts and law degrees from Canterbury University (NZ). She is a Mandarin speaker and studied at Beijing University and at the Beijing Languages Institute in the 1980s.

    Mr. Long Yongtu was elected by the Board of Directors on January 21, 2003 as the Secretary-General of Boao Forum for Asia, which aims at promoting the development of Asian countries through greater economic integration across the region. Prior to this post, He is member of the council of advisors, BOAO Forum for Asia from July, 2010. Mr. Long as the Vice Minister and Chief Representative for Trade Negotiations of Ministry of Foreign Trade and Economic Cooperation, led China's negotiations for ten years to join the WTO in 2001. To mark this, Mr. Long was awarded the Man of the Year in Economics by China Central TV in 2003. Mr. Long worked for the United Nations Development Program (UNDP) in New York and DPRK for years and is now a Goodwill Ambassador to the UN Industrial Development Organization (UNIDO). In 2004, he received the Award of Excellence by UN Secretary General Mr. Kofi Annan, for his outstanding contribution to UN’s partnership with China and promoting UN values. Apart from his official duties, Mr. Long was the Dean of School of International Relations and Public Affairs, Fudan University. He is visiting professor of many renowned Chinese Academic Institutions, including the Peking University, Tsinghua University, Renmin University, Mr. Long did his post graduate study in the London School of Economics in the early 70’s and holds a BA Degree of British and American Literature from Guizhou University. In July, 2006, Mr. Long was awarded the honorary Degree of Doctor of Science (Economics) by London School of Economics and Political Science (LSE).
