    Partner, WilmerHale

    As Chair of AmCham China Policy Committee, Les Ross is a longstanding leader of the American business and legal communities in China and in frequent contact with government officials and other stakeholders.

    Mr. Ross concentrates his practice on mergers and acquisitions and regulatory matters and has experience in a broad range of industries. He has represented both foreign and local companies and has particular experience advising foreign companies on competition law and regulatory compliance in China.

    Mr. Ross represents foreign companies in their strategic expansion in China through direct investments and mergers and acquisitions in industries ranging alphabetically from agriculture to water services. He also has extensive experience representing foreign banks and corporations, including Chinese entities, in their strategic expansion in the United States, particularly focusing on M&A and regulatory clearances and compliance. He has also represented clients in trade, dispute resolution and regulatory matters in China.

    Robert Olson is a Senior Manager in Deloitte’s Global Trade Advisory practice in Hong Kong. He has over 20 years experience in the customs and trade arena, including industry, brokerage and consulting experience.

    Robert assists companies with managing their import/export compliance on a global basis through automation process transformation. He has broad technical experience with business planning, automation and execution in the areas of customs valuation, tariff classification, origin and free trade agreements, performing compliance audits and assisting companies in structuring their global supply chains to maximize opportunities for duty savings while minimizing exposure to customs compliance risks.

    Robert additionally has direct experience in the development and implementation of global business process requirements and designs for automated trade compliance systems and supply chain solutions.

    He has experience in a wide range of industries, having assisted importers in the high-tech, automotive, pharmaceuticals, medical devices, manufacturing, retail, oil and gas and chemicals. In the automotive sector he has worked for and with OEM’s, Tier 1 suppliers and Tier 2 suppliers. Prior to joining Deloitte, Robert worked with another Big 4 accounting firm and previously for Nissan North America in Nashville, TN, where he was responsible for designing and implementing trade compliance programs for Nissan's distribution and manufacturing operations.

    Ray is a Global Partner and the Head of Dorsey’s Beijing Office, qualified to practice in both the State of New York and the People’s Republic of China.

    Ray concentrates on international and commercial litigations and arbitrations, primarily those involving cross-border and extraterritorial disputes. His practice areas also include cross-border M&A, PE investments, technology commerce, foreign direct investment, general corporate matters, financial services, banking and insurance law as well as cybersecurity, data privacy and regulatory compliance.

    Before joining Dorsey, Ray worked for the Legal Department at the New York Branch of a major Chinese bank, focusing in the areas of financial projects, U.S. bank regulation, litigation management, legal processing, trademark and fraud investigation.

    YiFei Zhang

    General Manager of Control Risks Beijing

    Yifei leads Control Risks' operations in North China and advises international and domestic companies in China on risk management solutions. He helps companies to better understand what specific risks their businesses face and assists them to design mitigation solutions so they can seize opportunities for growth.

    Yifei has extensive experience providing multinational companies in China with solutions in business intelligence, reputational due diligence, and compliance-related reviews. He routinely helps clients to evaluate risks in their investment decisions, responding to and collecting information on fraud, and providing context on Chinese regulatory issues.

    Yifei also regularly supports Chinese companies in going-abroad projects, and helps them to understand and prepare for dealing with complex security matters, conducting threat assessments, providing context on local political and social relationships that may affect the sustainability of their operations, and evaluating foreign business partners.

    He has been recently involved in the following cases:
    - Conducted reviews into compliance breaches, including whistle-blower management, for multinational companies in the healthcare sector.
    - Conducted commercial due diligence, competitor and distribution chain analysis for a US manufacturer set to expand into new locations in China.
    - Helped Chinese companies evaluating investment decisions in high-risk areas overseas to assess their crisis management structures, training programmes, and market entry approaches.
    - Carried out in-depth background checks into Middle Eastern and African entities as potential partners, to assess integrity, sustainability, and availability of capital, for Chinese companies and funds focused on Belt and Road initiatives.

    Prior to joining Control Risks, Yifei worked extensively on rare earth and mining analysis for a US-based think tank which focuses on political risk and strategic industries. He has also designed and advised on simulations and war games for various institutions in the US. Yifei graduated from Georgetown University with a master’s degree in security studies and from the University of Pennsylvania with a bachelor’s degree in political science. He is a native speaker of Mandarin and English.
