尽管近期中美贸易摩擦和政策转向对中国对美投资产生了一定影响,但不可否认美国仍是世界最大的集资地。


5月19日中美两国发表的中美经贸联合声明中提及了"301调查"对于中国对美投资的抑制,以及美国外国投资委员会对中国投资加强审查机制,两国之间的贸易争端似乎得到了一定程度的解决。联合声明中明确提到"中美双方同意鼓励双向投资,将努力创造公平竞争营商环境"。两国政府也将在能源、农产品、医疗、高科技产品等领域加强贸易投资合作。


然而,这些措施的具体实施和时间却依然悬而未决,两国贸易与投资依然充满不定数。在中美贸易投资中,中国投资对美国的重要性如何确保双方公平和互惠的贸易环境仍然是最重要且最需要探讨的话题。

    Tim Stratford

    Partner, Covington & Burling LLP’s Beijing office

    Tim Stratford is managing partner in Covington & Burling LLP’s Beijing office and a member of the International Trade, Corporate and Government Affairs Practice Groups. Mr. Stratford’s practice is focused on advising international clients doing business in China and assisting Chinese companies seeking to expand their businesses globally. As a former Assistant U.S. Trade Representative, Mr. Stratford is the most senior former U.S. trade official working as a member of the U.S. business community in China. Except for the five years he spent in Washington, D.C. in government service (2005-2010), Mr. Stratford has lived and worked continuously in the greater China region since 1982.

    While at USTR, Mr. Stratford was responsible for developing and implementing U.S. trade policy toward mainland China, Taiwan, Hong Kong, Macao and Mongolia. He worked closely with other senior U.S. and Chinese officials from numerous government departments and agencies to address problems encountered by companies engaged in bilateral trade and investment and co-chaired a number of important bilateral working groups and dialogues established under the U.S.-China Joint Commission on Commerce and Trade and the U.S.-China Strategic & Economic Dialogue.

    Prior to serving at USTR, Mr. Stratford was General Counsel for General Motors’ China operations, where he was a member of GM’s senior management team in China and oversaw the company’s legal and trade policy work. Mr. Stratford also served previously as Minister-Counselor for Commercial Affairs at the U.S. Embassy in Beijing and as Chairman of the American Chamber of Commerce in China. He is a graduate of Harvard Law School and Brigham Young University, and is fluent in Mandarin and Cantonese.

    在进入跨国公司和咨询领域前,张建欣女士就任于中国外交部新闻司发言人办公室,并作为首批驻港外交官参与了1997 年香港回归的工作,任外交部驻港特派员公署新闻官。

    Associate Director, The Conference Board

    Ethan Cramer-Flood is the associate director of The Conference Board’s China Center for Economics and Business. Based in New York City, he helps direct the Beijing-based China Center and supports The Conference Board’s Asia-based operations in Hong Kong and Singapore. Cramer-Flood is responsible for building and driving the China Center’s expertise and thought leadership on China’s position in the international political economy and for engaging Conference Board member companies and the media on the topics of geopolitical risk and international affairs with regard to China and Asia.

    Previously Cramer-Flood served as a professor of International Relations at China Foreign Affairs University in Beijing, where he specialized in international relations theory and US foreign policy and conducted research on US-China relations. He holds an MS in global affairs from NYU, where his research focused on China’s engagement with Africa, Chinese foreign policy in general, and global scenario-based planning. Cramer-Flood has been published numerous times in academic and scholarly journals focusing on international affairs, and has appeared in media in China and the US both on-screen and in print. He earned his BA in history from
    Haverford College.

    Mr. Wang is a director of Deloitte’s International Tax Services Group with over 18 years of tax experience.
    Before joining the Tianjin tax team, Mr. Wang worked for the Asia headquarters of a Fortune 50 MNC as the Asia Pacific Tax Senior Manager
    For over 7 years, Mr. Wang worked for the Washington National Tax, Deloitte’s premier think-tank in Washington D.C., specializing in US tax research for enterprises in the power and utilities industry and providing expert advice on complicated tax issues for some of the Firm’s largest clients. He has in-depth knowledge about U.S. Federal corporate income tax, tax accounting methods, tax audit for regulated public utilities, tax planning for fixed assets, tax incentives and investment structures of renewable energy sources, etc. He’s also a key member of Deloitte’s outbound tax services group in North China, helping primarily Chinese companies on structuring cross-border deals.
    Mr. Wang graduated from China University of Political Science and Law, majoring in International Economic Law. He received his L.L.M from Georgetown University Law Center. He is also a member of the American Institute of Certified Public Accountants (AICPA).
