Event Background


With the meeting of the US and Chinese presidents and the release of the US-China Joint Glasgow Declaration on Enhancing Climate Action in the 2020s, business communities in both countries are further encouraged to collaborate on tackling this challenge and leverage this positive momentum to contribute to the green transformation. Achieving the ambitious targets will require breakthroughs in critical technology and wide adoption of commercially viable solutions.


Therefore, the two chambers, American Chamber of Commerce in China (AmCham China) and China General Chamber of Commerce-USA (CGCC) came together at this critical time to organize a series of dialogues and events to promote business-to-business conversations and facilitate the collaboration of the American and Chinese business communities.

    Alan Beebe

    President at AmCham China

    Alan Beebe is President of the American Chamber of Commerce in China based in Beijing. He has over twenty-five years of business experience in Asia, including seventeen years in mainland China.

    As President, Alan oversees all advocacy, programs, partnerships and insights provided by the Chamber to support the business growth of nearly 900 foreign corporations operating in China, including most of the U.S. Fortune 500. He leads major advocacy initiatives related to trade tariffs, market access, cybersecurity, Made in China 2025, China’s NGO law and structural imbalances in U.S. – China trade and investment.

    In 2018, he launched AmCham China’s Technology & Innovation Initiative, focused on the business and policy implications of disruptive digital technologies - such as artificial intelligence (AI), blockchain and cloud computing – for U.S. companies in China.

    Prior to joining AmCham China, Alan held various senior executive positions in China with EY, IBM, and management consulting firms AT Kearney and PRTM. He also led a Beijing based start-up for five years, the China Greentech Initiative, which merged in 2014 with the Paulson Institute, founded by Hank Paulson.

    Alan has advised a wide range of corporations and global investors on investing and operating in China. His clients have included global private equity firms, high technology companies, energy related companies, and major state-owned and private Chinese enterprises.

    He holds a Master’s degree from Yale University in International Relations and a Bachelor’s degree in Business Administration and Computer Science from the University of Nebraska-Lincoln in the U.S. He is a Board of Advisor of the Yale Club of Beijing and in that capacity promotes academic and cultural exchanges between the U.S. and China. He is a fluent speaker of mandarin Chinese, and reads and writes Chinese. Alan was born and raised in Omaha, Nebraska.

    President and CEO of Bank of China USA

    Mr. Xu has served as President and CEO of Bank of China USA since January 2015. Under his leadership, Bank of China USA has provided billions of loans to local U.S. and Chinese enterprises.

    Mr. Chen Xu started his banking career at Bank of China Head Office in 1990. Since then, Mr. Xu had worked successively in various departments including Executive Office, Corporate Banking Department, and London Branch before he was promoted to the position of General Manager of Olympic Affairs Department in 2004. This Department was set up specially to supervise the Bank’s effort of offering the best banking services for the Olympics where Bank of China was the sole bank partner of the 2008 Beijing Games. In August 2008, Mr. Xu was reassigned as General Manager of Financial Institutions Department, a position he held until January 2015. In January 2015, Mr. Xu was transferred to the United States and assumed the position of President and Chief Executive Officer of Bank of China USA. He now supervises New York Branch, Queens Branch, Los Angeles Branch, and Chicago Branch.

    Mr. Xu holds a bachelor’s degree in Management Information System from Tsinghua University, China, and a master’s degree from the University of International Business and Economics, China, major in Business Management.

    Mr. Xu was elected Chairman of the CGCC and the CGCC Foundation in 2015 and was re-elected in 2017.

    Huang leads the Bank’s strategic management practice, including risk-based strategic planning and strategy implementation monitoring. He also oversees the in-house research on macro-economy and business development. Currently, he co-leads the bank’s IBOR Transition WG and the newly established ESG WG. Prior to the BOC, Huang had extensive securities industry experience in both China and the U.S. He was involved in the preparation of the Shenzhen Stock Exchange in 1989.
    He is an elected board member of the China International Finance Society, an industry mentor of PBCSF of Tsinghua University and an advisory board member of Emerging Market Institute of Cornell University. He holds an MBA from Cornell.

    Judy serves as Vice President of Corporate Affairs of PepsiCo, responsible for the Company’s Government Affairs and Public Policy, Corporate Communications and Corporate Social Responsibility in the Greater China Region (GCR). She is a member of the Leadership Team of PepsiCo GCR and global Corporate Affairs respectively.

    Prior to PepsiCo, Judy was Vice President of Public Affairs for Greater China Area of 3M, responsible for developing the Company’s strategic partnership with Chinese government, industry associations and NGOs. Prior to 3M, Judy was Vice President of Public Affairs of Mars Incorporated in China, leading the Company’s One Mars PA strategy to enhance company reputation among government and industry.

    Judy was also Director of External Affairs of Colgate Palmolive China, in charge of the company’s government, media, consumer relations, and earlier on, Judy was with Procter & Gamble China, managing the company’s external relations with key stakeholders.

    Judy started her career in the foreign affairs sector of Chinese central government, promoting exchanges and cooperation between China and the European countries.

    Judy studied and worked in Europe and North America and has gained rich experience in decades of service in public and private sectors. She has played a critical role in facilitating the China visit of companies’ global CEOs, enhancing understanding of Chinese government and public policies, and exploring cooperation with Chinese government and industry with win-win outcomes.
    Judy is passionate with philanthropy and corporate social responsibility, and is a leading member of PepsiCo Foundation and China Woman Development Foundation.

    Linhua Guan is the CEO of Surge Energy America. Before he joined Surge in 2018, he worked for Star Energy International Corp., Statoil, Chevron and CNPC, respectively. Mr Guan is a registered petroleum engineer in Texas and served on numerous technical and management committees in the petroleum industry and published more than 40 papers & research reports in the past 27 years. He received a BE degree in Petrophysics and an MS degree in Geology from China Petroleum University. He also received an MS degree in Petroleum Engineering from Texas A&M University and an MBA degree from Rice University.

    Mr Guan is the only CEO from the oil industry recognized by Houston Business Journal for the 2021 Most Admired CEO Award and he is also the recipient of the 2021 Global CEO Excellence Award - Oil & Gas CEO of the Year (USA) from CEO Monthly.
