The US political landscape has changed after the Midterm Elections. This briefing will shed some light into what happened in the elections and how it could impact the US-China relationship.


AmCham China is extremely fortunate to host Jonathan Mantz and Loren L. Monroe from the BGR Group. Jonathan and Loren each have multiple decades of experience working in Washington DC and will provide unique context on the results, impacts, challenges, and opportunities for business.

    Jonathan Mantz

    Managing Director of BGR Group

    Jonathan Mantz is a Principal at BGR Government Affairs and leads the firm’s Democratic outreach efforts. He also serves as Co-Chair of the Commerce, Infrastructure & Energy Practice. Over the past three decades, Jonathan has held senior positions to elect Democrats to the White House, Senate, House of Representatives and governorships. A leading political strategist, he has raised nearly half a billion dollars over his career for Democratic campaigns.

    At BGR Group, Jonathan leverages his experience and expertise counseling clients to provide a wide range of services in government relations and public affairs that deliver results. He works with clients to create and execute legislative strategies, strengthens their political affairs operations and enhances their profile. As Co-Chair of the Commerce Infrastructure and Energy Practice, Jonathan represents clients with interests in telecom, technology, energy, environment, immigration, health care, transportation, trade and appropriations before Congress, the Administration, and state and local governments. As a member of the Finance Committee of the Democratic Governors Association, he works with Democratic governors and gubernatorial candidates across the country.

    Jonathan served as National Finance Director for then-Senator Hillary Clinton’s 2008 Presidential campaign. Before this, he served as Deputy Executive Director of the Democratic Senatorial Campaign Committee (DSCC) in 2004. Jonathan was the Finance Director of the Democratic Congressional Campaign Committee (DCCC) from 1998 to 2002 for former Democratic Leader Richard Gephardt and then Democratic Whip Nancy Pelosi.

    Jonathan has been quoted by the New York Times, the Washington Post, the Wall Street Journal, MSNBC, Politico and Roll Call.

    Jonathan currently serves on the board of the Winston Churchill High School Football Foundation. Previously, he served on the advisory board of Petra Solar Corporation, was a senior advisor to Priorities USA and 100 Thousand Strong Foundation, and mentored to start-up companies at 1776. He has also been a Business Council member of the U.S. Conference of Mayors.

    Born in the suburbs of Philadelphia and a die-hard Philly Sports fan, Jonathan is a graduate of Ithaca College.

    State Advocacy and Appropriations Practice Head and Principal at BGR Group

    Loren Monroe, a Principal at BGR Group and the Head of the firm’s State & Local Practice, has more than 20 years of experience in Washington’s political, business and public policy arenas. He is a member of the Executive Board and one of the firm’s spokesmen.

    Loren helps provide clients at the state and federal levels achieve policy solutions and secure business opportunities in Washington and state capitals across the country through direct lobbying before Congress, governors and attorneys general.

    Loren leads BGR’s State Advocacy and Appropriations practice while providing strategic advice to the firm’s entire roster of clients at all levels of government. He is skilled at helping clients align federal and state advocacy strategies including persuading state and local leaders to support federal priorities. He also helps clients to secure grants and appropriations from federal and state agencies.

    During his time at BGR, Loren has lobbied for a diverse roster of clients in the health, financial services, technology, international and energy arenas. Due to the quality of service and results that are consistently delivered, Loren has represented many of his clients in excess of 15 years. He is consistently named one of Washington’s top lobbyists by The Hill newspaper.

    Prior to joining BGR, Loren was a business development coordinator for Washington, D.C., public affairs firm Cassidy & Associates. He began his career in Washington serving on the legislative staff of former Senator Pete Domenici (R-NM) when he served as Chairman of the Budget Committee and as a senior member of the Appropriations Committee.

    Loren currently serves on the Finance Committees of the Republican Governors Association, the Republican State Leadership Committee and the Republican Attorneys General Association.

    William Zarit

    Senior Counselor at The Cohen Group

    The Honorable William Zarit advises U.S. multinationals working in the Chinese commercial market and helps Chinese companies navigate the U.S. investment environment. A Senior Counselor with The Cohen Group, he also serves as Chairman of the Board for the American Chamber of Commerce in China.

    Until May 2014 Mr. Zarit was Minister for Commercial Affairs at the U.S. Embassy in Beijing, in charge of the U.S. Department of Commerce’s trade promotion and trade policy activities in its operations in Beijing, Chengdu, Guangzhou, Shanghai, and Shenyang. He retired with the diplomatic rank of Career Minister.

    Prior to his posting to Beijing, Mr. Zarit was Deputy Assistant Secretary, International Operations, for the U.S. Commercial Service, overseeing Commercial Sections in U.S. Embassies and Consulates worldwide. The U.S. Commercial Service is the Federal Government’s front line trade agency, promoting both U.S. exports and foreign investment into the U.S., and protecting U.S. commercial interests overseas. Prior to that Mr. Zarit served as the U.S. Commercial Service’s Regional Director for East Asia/Pacific. He also served as Senior Commercial Officer at the U.S. Embassy in Kuala Lumpur, Malaysia, Deputy Senior Commercial Officer at the U.S. Embassy in Beijing, and Deputy Senior Commercial Officer at the American Institute in Taiwan.

    Before joining the U.S. Commercial Service Mr. Zarit was Economic and Commercial Program Officer for the New York-based National Committee on U.S.-China Relations. Prior to that he served as Marketing Manager/China for Pacific Bell’s international operations, preceded by his work as Project Manager for the first IBM PC dealer in China, China Business Associates. Mr. Zarit also served as Mandarin Chinese Interpreter for the U.S. State Department Language Services.

    He earned an M.B.A. with Honors from the University of California, Berkeley, and a B.A. with Honors in Political Science from Miami University, Oxford, Ohio.
