Recent Updates on Chinaโ€™s Data Outbound Transfer Legal Regime

Data outbound transfer is of rigid demand in the operation of foreign-invested enterprises. As a subsidiary of multinational corporations in China, its large amount of daily data interaction with the parent company or affiliated companies contains both personal information, a considerable part of which is sensitive personal information, and also non-personal information such as commodity data, payment data, logistics data, geographic location, a considerable part of which is important data.


With the update of a series of relevant policies and regulations, there are a lot of concerns in the Financial industry.     Viki Huang is the Head of Regulatory, Industry and Government Affairs covering China and South Korea, for State Street Corporation, based in Beijing. In this role, she is responsible for regulatory policies, government affairs; coordinates and manages relations with regulators, government agencies, quasi-government organizations and trade associations. She previously worked at J.P. Morgan in the International Government Relations team for 7 years. She holds master degree from University of Illinois.

    Kenneth Zhou is a partner in the firm's Asia Corporate Practice Group. He joined the firm in 2004.
    Mr. Zhou's practice focuses on foreign direct investment, cross-border mergers and acquisitions, private equity/venture capital, joint ventures and strategic alliance, general corporate, anti-trust and regulatory matters, FCPA and investigations, and international dispute resolution. He has advised many foreign companies in high-tech, media and entertainment, telecommunications, pharmaceuticals, healthcare, banking and financial services, publishing, consumer product and services industries with respect to their strategic expansion, investments and business operations in China. Mr. Zhou has also advised leading Chinese companies on their outbound investments, M&A and strategic expansion in the U.S. and Europe. In addition, he is also experienced in capital market, foreign trade and WTO matters.
    Mr. Zhou is a former governor and General Counsel of AmCham China. He currently serves as Chair of the Outbound Investment Forum of AmCham China.
