Michael Hart is President of the American Chamber of Commerce in China based in Beijing. He has over twenty-five years of business experience in Asia, including nineteen years in mainland China.

Licy Do Canto, a veteran of public policy, corporate strategy, health care communications and diversity and inclusion, is managing director of APCO Worldwide’s Washington, D.C., headquarters office and mid-Atlantic region lead. He has vast inside knowledge of the Washington political process, and deep substantive experience on a wide range of public policy issues from public health, health care and social impact to immigration, trade and economic development. Over the years, his expertise has been sought out by policymakers, lawmakers, c-suite executives, advocates and other leaders on international, national and state issues from economic inclusion, equity and diversity, and medical supply chain to environmental protection, fisheries and sustainable development.

Dan Scandling leads APCO’s Government Relations practice, where he directs a team of former congressional and executive branch staff, who blend government relations, public affairs and issues management with strategic communications to deliver favorable policy outcomes for clients. Prior to joining APCO, Mr. Scandling spent nearly 25 years on Capitol Hill, serving as chief of staff and communications director for two senior members of Congress.

Teresa Lu is the managing director of APCO’s Global China Practice based in Washington D.C. She is a senior advisor to leaders of organizations whose interests intersect China and global markets, with specializations in strategic communication, government relations and sustainability. In addition to leading APCO’s U.S.- and Europe-based Global China team, she is a member of the firm’s Greater China leadership team and its Geo-Commerce group.
