Lowell Foster is General Aviation Manufacturers Association (GAMA) Director of Global Innovation and Engineering. Recently joining GAMA, he is responsible for developing new paths for the integration of emerging general aviation technologies, including support for the GAMA Electric Propulsion & Innovation Committee (EPIC), which works to enable the certification and operation of hybrid and electric aircraft and on-demand air mobility in the global marketplace. Lowell comes from the Federal Aviation Administration (FAA), where he was responsible for a broad range of general aviation safety, policy and regulatory activities with the Aircraft Certification Small Airplane Standards Branch. In addition to serving as project manager for the Part 23 restructuring and performance-based rulemaking, Lowell contributed to numerous policy efforts concerning new aircraft technologies including, electric propulsion, advanced flight controls, VTOL, and UAS; and how to leverage performance-based rules for these projects. He has 30 years as a flight test engineer in both government and industry and is a private pilot with instrument and glider ratings.

Tom Groves is a Supervisory Aerospace Engineer in the Transport Standards Branch of the Federal Aviation Administration's (FAA) Aircraft Certification Service Policy and Innovation Division. He is presently on a special detail supporting the FAA’s International Office in development of international agreements, associated tools, and working procedures. Mr. Groves is also responsible for managing transport airplane policy and guidance harmonization with the authorities from Brazil, Canada, and the European Union.

Prior to his current position, Mr. Groves held management positions in the Transport Standards Branch International Section, Safety Management Section, and Standardization Section. The International Section is responsible for import validation and continued airworthiness of transport airplanes. The Safety Management Section is responsible for continued operational safety decision making policy and procedures specific to transport airplanes. The Standardization Section is responsible for ensuring consistent application of standards and policy across transport airplane certification programs. He began his FAA career in the Transport Standards Branch as an international validation program manager, responsible for FAA type certification and continued airworthiness of multiple transport airplane products from Europe, Brazil, and Israel, including various Dassault and Dornier models, the Embraer ERJ170/190 series, the Alenia C-27J, and the Gulfstream Aerospace Limited Partnership G280. His technical background is in flight test, airplane performance, high-lift aerodynamic design, and low speed flying qualities.

Ms. Hu Huanran graduated from Beijing University of Aeronautics & Astronautics in 2014 with a master degree and a major in aircraft design. Ms. Hu Huanran worked in Aircraft Maintenance & Engineering Corporation. From 2018, Ms. Hu Huanran began her work in the Aircraft Airworthiness Certification Department of CAAC.

Peter Jobe has 34 years of experience in the Aviation industry. He is currently the Gulfstream Director of ODA Programs and ODA Program Administrator, working out of the Gulfstream facility in Appleton, Wisconsin, USA. Peter is active in the CAAC validation programs for Gulfstream Aerospace, including the new GV-SP Medevac aircraft operated by Beijing 999, validated in 2018, under the current IPA.
Peter’s career covers a variety of areas including jet engine test cell electrical control and instrumentation, Project Engineer at a major US Airline, Manager of Electrical Engineering at a STC Developer /Kit supplier, Avionics Engineering supervisor for a general aviation aircraft manufacturer and ODA Program Administrator. As an ODA Administrator at Gulfstream, he has worked on and approved over 27 FAA STC projects and validated FAA STCs with multiple foreign authorities including CAAC, Transport Canada, EASA, DGAC - Mexico and ANAC – Brazil.
Peter has earned a Bachelor of Science in Electrical Engineering from Marquette University and currently is an authorized FAA Electrical Systems and Equipment DER.

Steven Johnson is currently the Senior Director of Engineering for Advanced Commercial Programs for Pratt and Whitney.

In this role, Steven is responsible for Pratt & Whitney’s propulsion system definition and execution, from initial concept through the product development cycle. His responsibilities include engine definition, technology identification and maturation, and developing technical proposals. Programs are developed based upon and working with aircraft manufacturers on engine and propulsion system requirements, and systems integration for new products.

Steven joined Pratt & Whitney in June 1979 and has over 35 years of experience in engine and system design on both military and commercial development and production programs. Recent program experience includes Chief Engineering roles for the GTF™ engine programs.

Steven holds a Master’s Degree in Mechanical Engineering from the University of Florida and a Bachelor’s Degree in Mechanical Engineering from the University of Minnesota.

Pong Lee is the Manager of the International Affairs Branch of the Aircraft Certification Service International Office at the Federal Aviation Administration's (FAA). He is responsible for the development of international agreements in Aircraft Certification Service including Implementation Procedures for Airworthiness, Special Arrangements, Management Plans, and Working Procedures to facilitate the acceptance of U.S. aeronautical products by foreign civil aviation authorities.

Prior to his current position, Mr. Lee was the Manager of the Design Certification Section responsible for policies related to the type certification of aircraft, changes in type design, supplemental type certificates, parts manufacturer approval, and technical standard orders. He began his FAA career in the New York Aircraft Certification Office (ACO) as a structures engineer working on Canadian validation programs that included the type validation of large transport airplanes and small airplanes. He was involved in the type validation and continued airworthiness issues of Bombardier Canadair Regional Jets. Mr. Lee later worked in the Aircraft Engineering Division and was the Manager of the Airworthiness Procedures Branch, which has the responsibility for policies related to the continued operational safety of aircraft, airworthiness directives, the approval of data for major repair and alterations, and instructions for continued airworthiness

Peter Ma is the Sr. Manager of Product Integrity Team(PI) in Honeywell Technology Solutions, China, in charge of Airworthiness Certification, Quality Assurance and AS9100 compliance activities. After several years’ development, China team has got the delegations in System, Software, and ARP4754 from Honeywell TSOA Airworthiness Organization, and is leading CAAC Certification/validation activities inside Honeywell. Peter has over 20 years avionics system development, certification and program/team management experience in different domains.

Keith Morgan has 40 years of experience at Pratt & Whitney and in his current role, is the Technical Fellow for certification and airworthiness of all P&W commercial engines. He has been in his current position for the past four (4) years, and provides guidance and leadership relating to type certification and regulatory processes to P&W practitioners. He previously was the Manager of Certification and Airworthiness for 11 years. Mr. Morgan is the P&W ODA Lead Administrator and is also an FAA Designated Engineering Representative (DER).
Prior to joining the Certification organization, Mr. Morgan held positions at Pratt & Whitney of increasing responsibility in Engineering and Operations. He has an in-depth working knowledge of all P&W turbojet and turbofan engines from the JT8D up to the latest geared turbofan technology.
Mr. Morgan is currently the Chair of the Transport Aircraft and Engines Subcommittee of the FAA Aviation Rulemaking and Advisory Committee and is actively involved with the US Aerospace Industries Association (AIA) as an Executive Committee member of the Civil Aviation Regulatory and Safety Committee. He also serves as a member of the International Coordinating Committee of Aerospace Industries Associations (ICCAIA) Airworthiness Committee.
Mr. Morgan received his Bachelor’s Degree in Mechanical Engineering from Syracuse University and his Master’s Degree in Management from Rensselaer Polytechnic Institute.

Nie Changsheng, Male, born in Hengyang, Hunan province in January 1982, Senior engineer, is currently the Airworthiness Manager of AVIC GAZJI.
Graduated from school of Northwest Polytechnical University in 2007, majored in aircraft design, master's degree.
Has been engaged in airworthiness technology research and airworthiness management of Part 23 aircraft and below. Currently, a member of ASTM F44 technical committee and a member of CCAR23 R4 revision group.

In her current role at Textron Aviation Inc., Laura is a company certification and airworthiness subject matter expert supporting 20+ production aircraft model types. With 16 years of experience in aircraft certification, Laura effectively manages and directs international certification and validation processes.

Laura started her career in aviation almost 25 years ago working for NASA at Edwards Air Force Base in California. As a software programmer and telemetry data analyst she supported experimental flight tests beginning with the X-29 program through the X-36 program. After 10 years at NASA, she moved to Wichita, Kansas where she was introduced to the general aviation manufacturing industry and continued to work in flight test for Bombardier.

Laura then took a position at Boeing where she was responsible for managing the designee appointment process and training for a staff of 150+ company authorized representatives supporting Supplemental Type Certificate projects.

Beechcraft presented an opportunity where Laura could combine aircraft certification experience with her interest in global aviation - working specifically on aircraft type validations. After 13 years in this role she continues to enjoy her career in aircraft certification with Textron Aviation Inc.

Laura holds a Master of Science, Management from Friends University in Wichita, Kansas, and a Bachelor of Science Degree in Aviation Management from Southern Illinois University – Carbondale.

Sarbhpreet S. Sawhney is the Senior Representative assigned to the Asia-Pacific region and based in Singapore for the FAA’s Office of Aviation Safety, Aircraft Certification Service. He is responsible for managing bilateral relationships with partner civil aviation authorities and establishing strategic partnerships with regional aviation authorities and organizations to promote collaboration in airworthiness and aviation safety initiatives.
Prior to this, Sarbhpreet served as the Manager of the International Division for the Aircraft Certification Service and provided leadership in the development of international strategy at the organization and FAA level. He led the implementation of strategic initiatives to improve efficiency and effectiveness of bilateral partnerships with foreign aviation authorities.
Sarbhpreet joined the FAA in 2002 as a certification engineer. He has served in airworthiness policy, safety oversight and international relations positions in his career with the FAA. He has led aircraft certification policy and rulemaking programs and supported development of aviation safety related legislation.
Prior to the FAA, he was with Atlas Air Inc., where he was an aerospace engineer and Manager responsible for Boeing 747-200/-400 freighter engineering and maintenance programs.
Sarbhpreet holds a Bachelor of Science in Mechanical Engineering and a Master of Science in Management, both from the New York University Tandon School of Engineering. He also holds FAA Airframe and Powerplant licenses.

As Executive Engineering Leader for Aviation in China, Patrick Wang is leading the engineering activities in China region, developing and promoting GE Aviation growth in China, which includes services engineering, supply chain engineering support, engine system integration and aviation digital.
Patrick Wang started his engineering career in China Xinhua Airlines. Patrick Wang joined GE Engine Service (Xiamen) as engineering and customer support manager in 2001. He transferred to GE CTC (China Technology Center) in May 2003 as the ARJ21 on-site system integration leader. Patrick was promoted to lead the entire GE Aviation China Engineering team in 2008. Under his leadership the China engineering team successfully built many new capabilities from zero in China. Established aircraft/engine system integration team with ARJ21, C919, AG300 and CR929 programs and Built the engine nacelle, pylon and engine external configuration hardware design and analysis capabilities, that enabled the advantage in aircraft engine system integration in GE Aviation China Engineering; Patrick continue promoted the supply chain development in China, building the capabilities from machining to raw material and special process in China supply chain; Patrick and his team is very active in the front adge of aviation big data analysis and application development. Patrick built the GE China aviation big data analysis capability, define the digital technology and product development strategy; Patrick established GE China aviation services engineering system, including system engineering support, engine overhaul, component repair, advances technology development and engine analytic capabilities. Over many year efforts, now except core design, GE aviation has established engine life cycle support capability in China.
Patrick received GE Aviation Globalization Award in 2012 and Aviation Engineering Excellent Award in 2014 and 2016.

Mr. Wang Xiaoming is a deputy director general of Airworthiness Certification Center, CAAC.
Mr. Wang Xiaoming graduated from Beihang University in 1986 with a bachelor degree and a major in aircraft manufacturing. After graduation, Mr. Wang xiaoming has worked as a B707/B747 Engineer in civil aviation Beijing aircraft maintenance base for five years.
From 1991, Mr. Wang Xiaoming began his work in Aircraft Airworthiness Division of CAAC North China Regional Administration, and from 2005, Mr. Wang Xiaoming became the director of Aircraft Airworthiness Division of CAAC North China Regional Administration.
From 2010, Mr. Wang Xiaoming became the director general of CAAC Tianjin Safety Supervision Administration.
From the end of 2018, Mr. Wang Xiaoming became a deputy director of Airworthiness Certification Center, CAAC.

Victoria Wilk was named Boeing’s Director of Safety of Regulatory Affairs for the Asia-Pacific region in September 2017. She is responsible for leading Boeing Commercial Airplane Safety & Regulatory activity in-region, with primary focus on China. Victoria is responsible for evolving and executing Boeing’s Aviation Safety partnerships in China, and working with CAAC on regulatory and rulemaking issues. Based at the Boeing China office in Beijing, she oversees all BCA CAAC aircraft validation activity, the introduction of the Boeing Completion and Delivery Center in Zhoushan, Boeing implementation of the FAA-CAAC IPA, and general regulatory support to Boeing Production Delivery support and in-service continued airworthiness.

Victoria Wilk is co-chair of Aviation Cooperation Partnership’s Manufacturing & Airworthiness committee. She works closely with in-country FAA, CAAC, and ACP US-Industry representatives to advance US Aviation Safety cooperation in China.

Victoria’s 12 year tenure at Boeing has been spent growing and leading BCA Engineering organizations. Victoria spent 10 years leading engineering teams in 737NG and 737 MAX Cabin and Data Connectivity, Cabin Systems, Cabin Payloads Certification, In-Flight Entertainment, Avionics, Flight Deck Displays, Airplane-Level Product Development, and Boeing Business Jets.

James (Jim) Wilkerson, is currently the Manager of International Certification at Textron Aviation, and is responsible for international collaboration work and validations for the 18 current production aircraft models. Jim’s team is responsible for validation of the new FAA Type Certified Model 700, a luxurious super mid-sized business jet. Jim’s passion for aviation was influenced at a young age by his father. Jim has been working in the aviation industry for over 36 years. Jim’s early career in aviation includes: being a flight instructor and charter pilot; working technology integration programs before being employed by Beech Aircraft Corporation in 1990. For the last 29 years, Jim has worked for Beech Aircraft, Raytheon Aircraft, Hawker Beechcraft, Beechcraft Corporation and finally Textron Aviation, all from the same desk. This has allowed Jim the opportunity to oversee and lead hundreds of Part 23 and Part 25 type validations of TC and STC products in over 70 countries. Jim has seen the changes in international validations for a quarter of a century. Jim’s team was first to validate a composite aircraft to EASA CS 25, and one of the first military trainers to receive civil validation by EASA. Jim and his team advocate building strong partnering relationships with all international regulatory authorities.

Mr. Zhang Lei is a deputy director of the Shenyang Aircraft Airworthiness Certification Center of CAAC.
Mr. Zhang Lei graduated from Northwestern Polytechnical University in 1995 with a bachelor degree and a major in electronic engineering. After graduation, Mr. Zhang Lei worked in the Xi’an Electromechanical Information Technology Research Institute and Shenyang Aircraft Design &Research Institute subsequently. From January 2009, Mr. Zhang Lei began his work in the Shenyang Aircraft Airworthiness Certification Center of CAAC.
Zhang Lei has been working for many years in the field of civil aircraft airworthiness. He has been involved in several type certification projects, the rulemaking activities of several airworthiness regulations and procedures.

Rocky Zhang, has been working as Vice President of Textron China Government Affairs from July 2014. He is responsible for government affairs and spearheading Textron’s aviation business development efforts in China.
Rocky Zhang is also the Co-Chair for General Aviation & Business Aviation Committee, and Manufacturing & Airworthiness Committee of U.S. and China Aviation Cooperation Program On behalf of Textron. He is the Chairman for AsBAA China Mainland Committee, leading the business aviation industry development in China together with other AsBAA members.

Before he joined Textron, Rocky was Chief Engineer of Boeing China Service since Nov 2003. Rocky has been serving as airplane maintenance mechanic, engineer and manager in Beijing Aircraft Maintenance and Engineering Corporation from 1995 to 2003.

Rocky holds a Double E Bachelor Degree from Northwestern Polytechnic University and a Master Degree of Business Administration from Rutgers University of New Jersey, and mechanic license from FAA.

Mr. Zhu Xuefeng is a director assistant of the Regulation and Standards Certification Division, Aircraft Airworthiness Certification Department of CAAC.
Mr. Zhu Xuefeng graduated from Nanjing University of Aeronautics & Astronautics in 1996 with a master degree and a major in aircraft design. After graduation, Mr. Zhu Xuefeng worked in the Aircraft Airworthiness Center and Aviation Safety & Technology Center of CAAC subsequently. From July 2001, Mr. Zhu Xuefeng began his work in the Aircraft Airworthiness Certification Department of CAAC.
Zhu Xuefeng has been working for many years in the field of civil aircraft airworthiness management. He has been involved in several type certification projects, the rulemaking activities of several airworthiness regulations and procedures, and some bilateral airworthiness agreement negotiations.
