Interpretation of the New Regulations on Industrial and Supply Chain Security
On March 31, 2026, the State Council issued and implemented the Provisions of the State Council on the Security of Industrial and Supply Chains (hereinafter referred to as the "Provisions"). These Provisions constitute a key institutional document introduced against the backdrop of the accelerated global restructuring of industrial and supply chains, intensifying geopolitical conflicts, and increasingly fierce competition in key technologies. Centered around a list of critical sectors and supported by mechanisms for risk monitoring, emergency response, and countermeasures, the Provisions establish a systematic governance framework for industrial and supply chain security oriented toward national security.
This event invited legal experts to outline the regulatory rationale and institutional framework of the new regulations, and to analyze, from a corporate perspective, their impact on business operations and the compliance environment.
