Interpretation of Announcement No. 116 of 2025 of the General Administration of Customs

Recently, the General Administration of Customs issued Announcement No. 116 of 2025 (Announcement on the Declaration and Completion Specifications for Four Categories of Controlled Goods in Customs Special Supervision Zones, Bonded Supervision Sites, and Processing Trade Outside These Zones), adjusting the declaration and completion requirements for documents such as processing trade manuals (ledgers) and Bonded Verification and Endorsement List for four categories of controlled goods.

    Ms. Mu Zheng, currently the Indirect Tax Service Leader of Deloitte Consulting (Shanghai) Co., Ltd. in North China, and the Director of Customs and Global Trade Service Group of Beijing Branch. She used to work in the audit department of a Big Four accounting firms, providing audit services for large state-owned enterprises and multinational enterprises for multiple years;
    Ms. Mu has been in the Customs service team for nearly 12 years, focusing on the research and application of Customs policies and regulations on enterprise compliance management, providing clients with Customs valuation, Customs classification, processing trade, AEO certification, tax policy research, application for exclusion of commodities from counter tariffs in the US-China trade war, export control, construction of an internal control system for anti-circumvention supply chain management, construction of internal control for supply chain related to the traceability supply chains related to Xinjiang, analysis of the country of origin, construction policy interpretation and implementation of a factory in Mexico, and daily consultation for global Customs affairs of enterprises going abroad.
