Interpretation of Recent Consumption Tax Policies

China's latest round of fiscal and tax reform was outlined in the "Resolution of the Central Committee of the Communist Party of China on Further Deepening Reform Comprehensively to Advance Chinese Modernization," adopted at the Third Plenary Session of the 20th CPC Central Committee on July 18, 2024. The Resolution sets out a comprehensive roadmap to build a modern, fair, and efficient tax system that supports high-quality development, social equity, and a unified national market.


To delve deeper into the recent developments and the future direction of these reforms, the AmCham China Tax Committee, in collaboration with the Food & Beverage Committee, will host a closed-door roundtable discussion on August 21. The session will focus on upcoming tax-related policy changes and their potential implications for the food & beverage and other consumption-facing industries.     Shirley has 20 years tax advisory professional experience and has practiced in China, Australia, the USA and Singapore. Before joining EY, she was the ASPAC Regional Indirect Tax Leader and Emerging Global Leader of Indirect Tax of another Big Four firm.
    She has been also actively involved in the tax reforms in China by assisting the Legislative Affairs Office of the Budgetary Affairs Commission of the National People's Congress and the Ministry of Finance since 2008. She’s also involved in other policy consultation projects with the policy makers such as BEPS 2.0 and Sales Tax in Hainan Province.
    She has been instrumental in influencing policymakers on behalf of industries such as the transportation industry, finance leasing industry and financial services sector to achieve improved policy outcomes under the VAT reforms. She has been invited to provide various training courses to tax officials at province levels.
    She has been involved in many VAT reform projects for multinational enterprises and state-owned enterprises and provides a full range of services relating to VAT implementation and system modification under Golden Tax System IV era.
    Shirley has been working as an industry expert to Subcommittee on Indirect Tax Issues of United Nation Tax Committee since 2023
    She has been awarded Women in Tax Leaders from 2017 to 2023 and Indirect Tax Leader from 2016 to 2023 by International Tax Review respectively
    Shirley is a noted speaker on tax issues and has presented numerous seminars and summits to various professional associations, industry groups and clients.
