As we kick-off 2024, it is time for the Policy Committee to provide policy insight and analysis to the broader membership and discuss AmCham China's policy priorities for the year ahead.


These priorities frame our advocacy for the year and are reflected throughout our annual White Paper, media messaging, DC Outreach, and other policy and advocacy efforts. These priorities reflect the opinions of the Chamber's members, drawn from a membership base of close to 1,000-member companies. This meeting is your chance to influence our advocacy messaging in 2024.


In 2023, our policy priorities were:

  • Maintain channels for commercial engagement and meaningful exchange while separately addressing national security concerns and values-based differences where possible.
  • Advocate for clear and consistent policies at all levels of government along with transparent policy implementation directives and intentions.
  • Expand market access for FIEs through continued efforts to address ongoing concerns such as non-tariff barriers, the negative list, procurement restrictions, and unfair treatment in favor of SOEs and domestic companies generally.


In addition to discussing AmCham China's policy priorities, this session will also be an opportunity to discuss AmCham China's messaging and key advocacy points. AmCham China will compile an advocacy document that will be shared across the Chamber with the result of our discussion before the end of Q1 2024.

  3. What are the three most important actions you would like China's government to take to improve the current situation?
  4. What are the three most important actions you would like AmCham China to take to help improve the business operating environment for your organization in China?
  5. What should AmCham China's policy priorities include for 2024?

    Bruce Fu

    Managing Director of APCO Worldwide Inc.

    Bruce Fu is the managing director of APCO Worldwide’s Beijing office. Mr. Fu has deep knowledge of cybersecurity, geopolitical, and competition-related issues in China. At APCO, Mr. Fu provides clients with counsel on government relationship-building, operations management, stakeholder engagement, and market-entry strategy across varied industries. Mr. Fu currently also serves as Chair of the EU Chamber of Commerce’s Government Affairs Forum. He previously served as Vice Chair of the chamber’s ICT Working Group between 2013-2021, with involvement in EU-China dialogues and negotiations on key issues such as the Comprehensive Agreement on Investment (CAI). Mr. Fu holds master’s degrees in European studies and European modern history from the Catholic University of Leuven. He is fluent in English and Chinese and speaks intermediate French.
