2019 was a turbulent year for American companies operating in China, marked by slowing Chinese economic growth, escalating bilateral tariffs, and greater policy uncertainty as bilateral economic and trade issues increasingly became intertwined with issues of national security. On the domestic front, AmCham China witnessed multiple high-level commitments to greater reform and opening and the passage of a new Foreign Investment Law, which has the potential to help level the playing field. The beginning of 2020 started positively with the signing of a Phase One agreement, though implementation has been complicated by the COVID-19 pandemic, which is creating unprecedented challenges for the Chinese, American, and global economies.


Against this backdrop, AmCham China is issuing the 22nd edition of our American Business in China White Paper. In this period of great uncertainty, we hope that the messages of the White Paper -- which represent the views of and practical recommendations from our collective membership -- will provide a positive and actionable framework to help both the US and Chinese governments as they work to ensure a stable, sustainable, and fair bilateral economic relationship and attempt to navigate the economic challenges posed by COVID-19.

    Ashley Duffie

    President and General Counsel, Asia Pacific (APAC) at Celanese

    Ashley Duffie was named President and General Counsel, APAC, in January 2019. She is responsible for the regional execution of the company’s corporate strategy and for legal and compliance in the region. Prior to her current role, Duffie progressed through several Celanese roles including Vice President of Integration Management Office, Chief Compliance Officer, and Associate General Counsel responsible for global litigation and EHS law. She joined Celanese in 2007.

    Before joining Celanese, Duffie was an attorney with Haynes and Boone, LLP, specializing in environmental law, white collar criminal defense and internal corporate investigations, and complex business litigation.

    She earned her Bachelor of Business Administration and Bachelor of Arts in political science from Southern Methodist University, and received her Juris Doctorate and Masters in Environmental Law from the Vermont Law School.

    Scott Kennedy is deputy director of the Freeman Chair in China Studies and director of the Project on Chinese Business and Political Economy at CSIS. A leading authority on China’s economic policy and its global economic relations, specific areas of focus include industrial policy, technology innovation, business lobbying, multinational business challenges in China, global governance, and philanthropy. Kennedy has been traveling to China for almost 30 years and has interviewed thousands of officials, business executives, lawyers, nonprofit organizations, and scholars.

    Senior Fellow and the Deputy Director General of Economic Research Department at China Center for International Economic Exchanges

    Dr. Liu Xiangdong is a Senior Fellow and the Deputy Director General of the Economic Research Department at CCIEE, where he works on the Chinese economy, industrial policy, and international economic relations. In addition to his role as a research fellow at CCIEE, he was a visiting scholar at the Institute of Energy Economics, Japan (IEEJ) from September 2012 to February 2013.

    Dr. Liu has published many academic and policy research articles, some of which have been adopted by policymakers in the Chinese government. His current research projects include analysis on the Chinese economy and its prospect, China-Japan-South Korea economic and trade relations, and International economic relations. He holds a PhD in Business management from Guanghua Management School of Peking University and has published extensively in peer reviewed journals.

    As Chair of AmCham China Policy Committee, Les Ross is a longstanding leader of the American business and legal communities in China and in frequent contact with government officials and other stakeholders.

    Mr. Ross concentrates his practice on mergers and acquisitions and regulatory matters and has experience in a broad range of industries. He has represented both foreign and local companies and has particular experience advising foreign companies on competition law and regulatory compliance in China.

    Mr. Ross represents foreign companies in their strategic expansion in China through direct investments and mergers and acquisitions in industries ranging alphabetically from agriculture to water services. He also has extensive experience representing foreign banks and corporations, including Chinese entities, in their strategic expansion in the United States, particularly focusing on M&A and regulatory clearances and compliance. He has also represented clients in trade, dispute resolution and regulatory matters in China.

    Gloria Xu is Public and Government Affairs General Manager, Greater China, the Dow Chemical Company, responsible for the company’s policy advocacy, government engagement, and strategic communications in the Greater China region. Prior to joining Dow, she led the China government affairs functions of DuPont and Standard Chartered Bank respectively for over 10 years with rich experiences in policy development and regulatory issues.
    Gloria was China Public Relations Manager of Alibaba.com Group and helped build up brand awareness of the company at its start-up stage at the beginning of this century.
    From 1993 to 2000, Gloria was a political correspondent with China Daily, covering legislative and foreign affairs, military, Hong Kong, Macao and Taiwan news.
    She is a board member of China American Chamber of Commerce and Deputy Secretary General of Multinational Companies Committee, China Petroleum and Chemical Industry Federation.
    Gloria graduated from Nanjing University with a BA in English Language and Literature.

    Greg Gilligan is currently serving as the 2020 Chairman of AmCham China. Previously, Mr. Gilligan served as Chairman previously in 2013 and as an elected officer of AmCham China for four consecutive terms from 2011 – 2014.

    In addition to his role as Chairman, Mr. Gilligan is the Vice President and PGA Tour China Managing Director. He joined the PGA TOUR in late 2013 and serves as the lead executive in China.

    Prior to the PGA TOUR Mr. Gilligan was the Managing Director of APCO Worldwide’s Beijing office. He joined APCO after serving as General Manager of Corporate Affairs for McDonald’s (China) Co., Ltd., where he developed and executed strategies to enhance McDonald's brand and corporate image among China’s regulatory bodies, consumers and other key stakeholders. Prior to that role he served as McDonald’s China’s General Manager for Southeast China.

    Alan Beebe was appointed President of the American Chamber of Commerce in China on Mar. 14, 2016.

    Prior to his appointment, Alan was an Executive Director based in Beijing, leading EY China’s Cleantech and Supply Chain and Operations (SC&O) practices. His clients include major global corporations, primarily diversified industrials and high-technology companies operating in China.

    Prior to joining EY, Alan held Executive positions with the China Greentech Initiative (CGTI), IBM, and management consulting firms AT Kearney and PRTM. He has twenty years of management consulting experience in the US, China and other Asian countries helping clients develop and implement sound business, operations and technology strategies. At EY China, he helps global clients transform their business models to drive new revenue opportunities and preserve profitability in China’s changing economic climate.

    From 2010 to 2013, Alan was a Managing Director with CGTI, a collaboration platform serving over 50 international energy and environmental companies. At CGTI, he led advisory services and strategic research across all major areas of energy and cleantech. In 2014, CGTI merged with the Paulson Institute, founded by Hank Paulson.

    Alan holds a Master’s degree from Yale University in International Relations and a Bachelor’s degree in Business Administration and Computer Science from the University of Nebraska-Lincoln in the United States. He is a Board of Advisor of the Yale Club of Beijing and in that capacity promotes academic and cultural exchanges between the United States and China. Alan has lived in China since 2002 and speaks Chinese fluently.
