Starting from April 1st, the new work permit system for foreigners in China will be in effect. Therefore, the employment policy for foreigners in China will undergo a couple of key changes:
1. The "Work Permit for Foreign Experts in China" and the "Foreign Employment Work Permit" will now be consolidated into the "Work Permit for Foreigners in China"
2. The applications for the "Foreign Expert Certificate" and "Foreign Employment Permit” have been consolidated into the “Foreigner Work Permit Application."
These two "consolidations" address the multiple years of confusion caused by the vague difference between the “Foreign Expert Certificate” and “Foreign Employment Form". The consolidation will take advantage of limited resources to attract advanced talent, and will aid in promoting a more active, open, and effect talent-attraction policy.
In order to help members better understand this new policy, on April 13th we will invite experts from Tianjin Municipal Bureau of Foreign Experts Affairs to give detailed explanation of policy changes, and train members in systems operations and the new process for handling foreign employment in China.
4月1日起，外国人来华工作许可制度将在全国范围内启动实施。由此，外国人来华就业政策面临一些新的变化，如：
1. 外国专家来华工作许可”和“外国人入境就业许可”将整合为“外国人来华工作许可”
2. 外国人来华工作由原申办外国专家证、外国人就业证改为统一申办外国人工作许可证
此次“两证整合”的改变，解决了多年困扰外国专家和外国人就业之间的模糊概念，整合利用有限的资源服务引进“高精尖缺”人才，有利于推动实施更积极、开放、有效的人才引进政策。
为帮助会员第一时间了解新政策，4月13日，我们将邀请天津市外国专家局的老师就政策的变化及系统操作流程进行培训讲解，详解外国人来津工作的手续办理及条件。
