The upcoming 13th Five-Year Plan is likely to emphasize the use of renewable technologies in power generation and other innovative Clean Tech solutions. Failing to protect IP such as patent and trade secret could slow innovation and the willingness of companies to invest in Clean Tech in China.

The IPR Forum and Clean Tech Committee will host a panel discussion with presentations from IP and Clean Tech experts regarding successes and failures protecting clean technology IP for corporations and SMEs to business clients.

    Executive Director of US-China Clean Energy Intellectual Property Program

    Stacy Baird is Executive Director of the US-China Clean Energy Forum Intellectual Property Program, focused on increasing trade and accelerating deployment of clean energy technologies by developing innovative and robust intellectual property practices. Mr. Baird is the US Chair for the US-China Clean Energy Forum IP Experts Group. Mr. Baird also advises on intellectual property and information technology public policy issues. Baird served as Senior Policy Advisor & Technology & Intellectual Property Counsel to U.S. Senator Maria Cantwell. He accompanied Senator Cantwell on her first visit to China and was instrumental in setting the stage for the creation of the Clean Energy Forum. He worked extensively intellectual property, privacy, education and technology issues and on landmark legislation including the USA Patriot Act, the Homeland Security Act, 2002 immigration and border security reform, and the Intelligence Reform and Terrorism Prevention Act. Previously, Mr. Baird served as Brookings Legislative Fellow to U.S. Representative Howard Berman, Ranking Member on the Courts and Intellectual Property Subcommittee of the House of Representatives Judiciary Committee and had worked for the U.S. Environmental Protection Agency. He has held appointments as Visiting Fellow at the University of Hong Kong Faculty of Law and Visiting Scholar at the University of Southern California College of Letters, Arts and Sciences.

    Scott Palmer is a partner in Sheppard Mullin's Intellectual Property Practice Group in the firm's Beijing office. His area of practice includes the management of IP portfolios for multinational companies, as well as IP registration, prosecution, acquisition, maintenance, licensing, and enforcement. He advises on the administrative and criminal enforcement of IP, and manages anti-counterfeiting and anti-piracy programs for a wide range of multinational clients in the PRC. Palmer’s practice includes customs registration/enforcement of IP, technology transfers, enforcement of IP on the internet, brand development and advertising, cross-border registration and enforcement of IP, as well as product quality and product approval/registration compliance.
    Palmer is an experienced litigator, and he has supported clients as plaintiffs and defendants in a wide range of IP related disputes in the PRC. He has managed litigation projects involving trademarks, trade-names, trade secrets, copyright, and patents (designs, inventions and utility models) across a wide range of industries, including hospitality, automotive, software, musical instruments, apparel, entertainment, life sciences, cosmetics, transport, and power. Palmer also assists PRC entities with cross-border IP registration, maintenance, enforcement and litigation.

    Dr. Ming Wu is the Deputy General Manager of CECC (Clean Energy Commercialization Company, JV BP & CAS). He joined CECC in 2009 as CAS secondee as role of JV IP/Licensing Manager & Business Development Manager for two years. Prior to joining CECC, Wu served as Head of IP Office of Dalian Institute of Chemical Physics (DICP), CAS for four years; as Director of National Engineering Research Center of Membrane Technology and General Manager/Board Member of Tianbang Company (DICP spinout) for four years; as Deputy Research Group Leader of Homogeneous and Micro-heterogeneous Catalysis and Research Group Leader of Waste-water Treatment Engineering in DICP for about five years. With these experiences in different background from R&D to commercialization, Wu brings to CECC an extensive expertise in the areas of IP and technology commercialization.
    Wu received his PhD Physical Chemistry in Catalysis from DICP CAS; MS Physical Chemistry in Interface from Institute of Photographic Chemistry CAS; and BS in Chemistry from Zhejiang University. As a visiting fellow, he carried out researches on IP/ licensing & technology transfer in Clare Hall College, Cambridge University and joined PRAXIS IP/ licensing training program in UK.

With business and marketing executive experience, he has served as an Expert and Deputy Chairman of the IP Committee of China Electronic Standardization Association, Board Director of SDA, Member of IP Specialists’ of CERC, Adjunct Professor of Soochow University, Adjunct Researcher of Jiangsu IP Development Research Center, Standing director of China IP Operation Alliance, and Advisor of HKUST MBA Advisory Board.
