Measures for the Security Assessment of Cross-Border Data Transfer (shortened as the Measure) were approved at the 10th executive meeting of the Cybersecurity Administration of China on May 19, 2022, and would come into effect on September 1, 2022. The Measure is an important measure to implement the provisions of the Cybersecurity Law, the Data Security Law, and the Personal Information Protection Law on cross-border data transfer, to further regulate cross-border data transfer activities, protect personal information rights and interests, safeguard national security and interests of the social public, and promoting the security and freedom in cross-border data transfer. The Measure specifies the conditions, processes, and requirements for data processors to apply for cross-border data transfer security assessment, as well as the key contents of the assessment. As China's first officially released regulation on cross-border data transfer, the Measure will certainly have a significant impact on the cross-border data transfer activities of enterprises.

    Mr. Danny Hao is currently the consulting Partner of KPMG Consulting (China) Co., Ltd. He has more than 15 years of working experience in the fields of cyber security compliance and data security, personal information protection, information technology risk management, information technology internal control and audit.
    In terms of cyber security, Mr. Hao focuses on security compliance and data protection, personal information protection and other fields. He has recently been responsible for a number of Cyber Security Law and GDPR compliance consulting projects, assisting many clients to carry out data identification, data list establishment, benchmarking analysis, gap assessment and other work according to the external compliance requirements and in combination with their own business reality, also providing clients with targeted and practical improvement suggestions and implementation plans to achieve compliance goals and improve management capabilities.
    Mr. Hao has also been responsible for multiple data security management consulting projects, assisting clients in identifying sensitive data in the process of business operation and management, sorting out data flow diagrams based on the data life cycle, conducting risk assessments on the current status of data security protection, assisting enterprises to identify potential risk points and carrying out root cause analysis based on this, providing practical short-term, medium and long-term improvement suggestions, and helping clients establish a comprehensive data security management system.
    As a project partner, Mr. Hao led the team to provide GDPR consulting services for one of the four major banks, helping clients complete the personal information management assessment of overseas European branches, and establishing a comprehensive unified management framework.
