Since the late 1970s, the US and China have built increasingly strong ties in the area of higher education. Chinese students and scholars have been going to the US in increasing numbers since the two countries signed a bilateral accord during Deng Xiaoping's visit to the US. A smaller number of American students have been coming to China, primarily for language and culture. While cooperative research had been a part of the equation, it generally has not been a major focus.

Most recently, however, many things have changed. First, we have seen a huge expansion in the number of self-paying rather than government-funded undergraduates from China. The competition for recruiting such students has become very intense, especially among public universities who face tight budgets. Graduate student numbers also have grown, though in the last two years the growth has been relatively flat. Finally, research collaboration has expanded, especially as the Chinese government has dramatically increased R&D spending and university research activities have proliferated in a significant way.
President Michael Crow, who leads the largest public university - Arizona State University - in the United States with over 76,000 students, will discuss the growing interdependence between the US and China in higher education and comment on the consequences of the recent large expansion of PRC students. Dr. Crow will highlight how American universities view their linkages with China and provide an overview of what US universities are doing to retain these students and provide them with more of a mainstream education experience while on campus. Finally, he will discuss the implications of the growing student numbers coming to the US in terms of the evolving talent needs of both the US and China, identifying some of the outstanding issues in terms of the skills, knowledge and job readiness of the graduates — whether they stay in the US or return to China.
