AmCham China's Policy Committee welcomes members and non-members for a lunchtime discussion with Dr. Fan Jishe on "strategic drift" in US-China relations in recent years, possible directions forward, and implications for policy makers and business.

Dr. Fan notes that in the second half of President Obama's first term, American policy towards China seemingly shifted from accommodating China's rise to hedging the uncertainty brought by that rise, with a "pivot to Asia" as the signature slogan. American officials deny that "pivot to Asia" is directed at China or designed to restrain China's rise. Officials from both countries do not talk publicly about the increasingly competitive flavor of bilateral relations, but it is evident that strategic mistrust and suspicion has deepened over the past few years.

Dr. Fan suggests that the hedging strategy embodied in the "pivot to Asia" is contradictory and internally conflicting. Over the past two years the strategy decreased, rather than increased, mutual trust. Both sides harbor deep concerns over the other's long-term strategic intentions, specifically whether the United States will contain China's rise, or whether China will challenge American dominance in the West Pacific. However, neither side has been reassured by the statements and rhetoric made on this subject.
The US-China relationship is at a critical moment. It is in both countries' interests to explore a strategically stable relationship, which is necessary for a better future.

Dr. Fan Jishe is a senior fellow and deputy director of the Division of Strategic Studies of the Institute of American Studies at the Chinese Academy of Social Sciences, and also Deputy Director of the Center for Arms Control and Nonproliferation Studies. Dr. Fan obtained his Ph.D. from the Graduate School of the Chinese Academy of Social Sciences in 2004. He has been a visiting scholar of universities and organizations including Harvard University, Stanford University, and the Japan Institute of International Affairs.
