The American Chamber of Commerce in the People’s Republic of China (AmCham China) is a non-profit, non-governmental organization whose membership comprises 4,000 individuals from 900 companies operating across China. The Chamber’s nationwide mission is to help American companies succeed in China through advocacy, information, networking, and business support services. In addition to our headquarters in Beijing, AmCham China serves Tianjin, Central China, and Northeast China through our Chapters in Tianjin, Dalian, Shenyang, and Wuhan. Across the five offices, AmCham China has more than 30 working groups, and holds more than 150 events each year.

China's state-owned enterprises (SOEs) have been both long-time business partners and competitors to foreign companies in China. As such, many in the business community are watching closely how the ongoing SOE reforms will take shape, especially against the backdrop of the Three-year Action Plan of SOE Reform.

AmCham China is pleased to organize an in-person Policy+ exclusive closed-door dialogue with Yin Yisheng, Executive Deputy Director of SASAC's Office of the Leading Group for Comprehensively Deepening Reform on Thursday, June 17, from 2:30 PM to 4:00 PM. AmCham China Chairman Greg Gilligan will offer a brief introduction of Director Yin, followed by a presentation on SOE reforms by Director Yin, and a moderated discussion between Director Yin and the Policy+ group.

The event will be conducted in Chinese with no interpretation provided. All Policy+ subscribing companies are encouraged to send at least one representative to participate. The deadline to register is noon, Friday, June 11. For any questions, please email Chloe Ma at cma@amchamchina.org.

Executive Deputy Director of Office of the Leading Group for Comprehensively Deepening Reform of SASAC

For the past seven years Greg Gilligan led the PGA TOUR as Vice President and lead executive in China serving as PGA TOUR China Managing Director. Re-elected as Chair in 2020 and again in 2021, Gilligan currently leads a membership of nearly 1000 member companies and many thousands of individuals from those companies, assisting the membership and the U.S. and China governments to drive the commercial relationship between the two countries. This is Mr. Gilligan’s ninth year of service to AmCham, twice as a Governor, three times as Vice Chairman and four times as Chairman.

Prior to the PGA TOUR Mr. Gilligan was the Managing Director of APCO Worldwide’s Beijing office，leading a large team of consultants in serving dozens of multinational companies doing business in China. He joined APCO after serving as General Manager of Corporate Affairs for McDonald’s (China) Co., Ltd., where he developed and executed strategies to enhance McDonald's brand and corporate image among China’s regulatory bodies, consumers and other key stakeholders. Prior to that role he served as McDonald’s China’s General Manager for Southeast China.

Mr. Gilligan holds a Master of Business Administration from Northwestern University's Kellogg School of Management and the Hong Kong University of Science and Technology; a Master of Arts in Asian Studies and Juris Doctor degrees from Washington University in St. Louis; and a Bachelor of Arts in history from Fairleigh Dickinson University. He has been a member of the Missouri Bar Association since 1995.

Now in his twenty-fourth year in China, Mr. Gilligan is fluent in Mandarin Chinese.

Yin Yisheng graduated with a doctorate degree of management engineering from the School of Management, Harbin Institute of Technology. He did his post-doctoral research in the field of technological economy in the School of Economics and Management, Tsinghua University. He successively held the following posts：
Deputy Division Chief, then Division Chief of the Department of Enterprise, Department of Enterprise Reform of the State Economic and Trade Commission, Bureau of Enterprise Reform of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC).
Vice Chairman and member of the CPC Committee of the State-owned Assets Supervision and Administration Commission of People’s Government of Beijing Municipality.
Currently, he serves as the Executive Deputy Director (Director General Level) of the Office of the Leading Group for Comprehensively Deepening Reform of SASAC.
Yin Yisheng has been engaging in research work on enterprise development strategy, industrial economy, state-owned enterprise (SOE) reform, etc., and involving in studying and formulating Chinese SOE reform documents, as well as promoting SOE reform practices. He has published over 30 articles and a book entitled Moderate Diversification---Enterprise Growth and Business Reorganization.
