On January 9, 2020, China's Ministry of Commerce (MOFCOM) released theRules to Counteract Extraterritorial Application of Foreign Legislation and Other Measures, laying out mechanisms for Chinese citizens, legal persons, or organizations to act when encountering "unjustified extra-territorial application of foreign legislation and other measures." A MOFCOM-led interagency mechanism has subsequently been established to assess if foreign laws and regulations have been unjustifiably applied to Chinese stakeholders where the Chinese side is required to reported and reject such applications.


To help members better understand and navigate through this new legal development, AmCham China is hosting a member-only briefing featuring Professor Qi Huan, Vice Dean of Faculty of International Law at the China University of Political Science and Law, on the Rules' background and implications for businesses.


This off-the-record event will be held in Chinese via Microsoft Teams on Tuesday, January 26, 2021, from 2:30 PM to 3:30 PM. Zhou Bing, Chair of the Chamber's Chinese Government Affairs Committee (CGAC) will be moderating the group discussion and the Q&A session.

    Ms. Qi Huan, PhD, Associate Professor, Director of the Institute of International Economic Law of the School of International Law of China University of Political Science and Law (CUPL), Vice-Dean of Faculty of International Law of CUPL.

    Mrs. Qi Huan is also the deputy Secretary General of the Professional Committee of Competition Policy and Law of China Society for World Trade Organization Studies, Deputy Director of Maritime Law Center of CUPL, and is a council member of several societies: Chinese Society of International Economic Law, WTO Law Research Society of China Law Society, and Beijing Law Society. Her research focuses mainly on international economic law, international investment law (including competition law), maritime law and WTO rules.

    Besides The Exemption System of Anti-monopoly in Public Services (monograph), Principles of International Investment Law (Chinese translation), She has also edited many textbooks, including International Economic Law, International Investment Law, Maritime law,and has presided over a lot of research projects sponsored by the Ministry of Education, NDRC, MOFCOM, and the Development Research Center of the State Council, covering subjects ranging from international investment, anti-monopoly, the WTO system to maritime law.

    祁欢教授,中国政法大学国际法学院副院长、中国政法大学国际法学院国际经济法研究所所长、教授、法学博士。

    此外,祁欢教授还是中国世贸组织研究会竞争政策与法律专业委员会副秘书长,中国政法大学海商法研究中心副主任,中国国际经济法学会理事,中国法学会 WTO 法研究会理事,北京国际法学会理事。

    主要研究方向:国际经济法、国际投资法(含竞争法)、海商法、WTO 法等。

    专著:《公共服务业反垄断豁免法律问题研究》;译著:《国际投资法原则》;主要参编教材:《国际经济法》、《国际投资法》、《海商法》等。

    祁欢教授主持并参与了教育部、发改委、 商务部、国务院发展研究中心等关于国际投资、反垄断、WTO 制度和海商法领域的多个科研项目。

    Vice President of Government Affairs at Dell

    Bing Zhou serves as the Vice President of Dell Greater China. As the leader of Greater China Government affairs team, he is responsible for Dell’s communication and cooperation with governments in Greater China region. Currently he serves as the Chairman of AmCham China Government Affairs Committee.

    Prior to Dell, Bing served at senior management positions of Government affairs at GE, Novartis and other MNCs. Bing was the Deputy Director of Bo’ao Forum for Asia (BFA) and is an expert on Asian Economic Integration. Bing has also served at MOFCOM for a long period of time.

    Bing earned his master degree at University of International Business and Economics and bachelor degree at Wuhan University.

Terms and Conditions

Attending an Event
Events have limited seating, so to ensure your attendance we encourage advance online registration and payment for ALL events. We cannot guarantee entry to anyone not registered in advance. Most of our events are in English and off the record, but please check the webpage for each event to avoid disappointment.

Advance Tickets and Discounts 
Members can receive a discount by purchasing an advance ticket at least 24 hours before the day of the event. You must pay online at the time of registering for the event to be eligible for a discount. Discounts will not be available to members at the door.

Receipts (fapiao) 
You can receive your fapiao when you arrive for an event provided that you buy an advance ticket and pay online at least 1 working day before the event and you provide the correct information for your fapiao at that time. You can leave details of the type of fapiao you need on the registration and payment page.

Event attendees can request a fapiao at the door or up to two months after the event. Requests made after that time will not be accommodated. Please contact the AmCham China staff member responsible for organizing your event.

Cancellation Policy
If you cannot attend an event for which you have registered, please cancel your registration no later than one business day prior to the event. If you fail to notify AmCham China of your cancellation in a timely fashion, you will forfeit the fee you have already paid.

To cancel you can: 1) cancel directly online through the EventBank platform on which you registered or 2) contact the AmCham China staff member responsible for organizing your event.
