Event Details

On Thursday, August 6, US President Trump signed a pair of Executive Orders (EOs) designed to address the national security risks posed by the Chinese social media platforms WeChat and TikTok.


As the ambiguity of these two EOs leaves much room for interpretation and holds the potential for creating significant disruptions to the operations of foreign businesses in China, AmCham China is hosting a member-only workshop on Tuesday, August 25, from 9:30 AM - 11:00 AM CST. The primary purpose of the workshop is to provide a space for members to share their key concerns and thoughts as to how AmCham China can best support members on this issue. We have also invited a few experts to walk through the key details and potential implications of the EOs and to help answer any questions that members may have.

Her work includes high-stakes compliance advice on strategic issues such as data localization and cross border data transfer, as well as data protection advice in the context of strategic transactions. She also advises leading Chinese technology companies on global data governance issues and on compliance matters in major jurisdictions such as the European Union and the United States.

    Ms. Luo regularly contributes to the development of data privacy and cybersecurity rules and standards in China. She chairs Covington’s membership in two working groups of China's National Information Security Standardization Technical Committee (“TC260”), and serves as an expert in China’s standard-setting group for Artificial Intelligence and Ethics.

    Ms. Luo is named as Global Data Review’s “40 under 40” in 2018 and is frequently quoted by leading media outlets including the Wall Street Journal and the Financial Times.

    Prior to joining the firm, Ms. Luo completed an internship with the Office of International Affairs of the U.S. Federal Trade Commission in Washington, DC. Her experiences in Brussels include representing major Chinese companies in trade, competition and public procurement matters before the European Commission and national authorities in EU Member States.

    Ms. Luo is a Certified Information Privacy Professional (CIPP/Asia) by the International Association of Privacy Professionals and an active member of the American Bar Association’s Section of Antitrust Law.

    As Chair of AmCham China Policy Committee, Les Ross is a longstanding leader of the American business and legal communities in China and in frequent contact with government officials and other stakeholders.

    Mr. Ross concentrates his practice on mergers and acquisitions and regulatory matters and has experience in a broad range of industries. He has represented both foreign and local companies and has particular experience advising foreign companies on competition law and regulatory compliance in China.

    Mr. Ross represents foreign companies in their strategic expansion in China through direct investments and mergers and acquisitions in industries ranging alphabetically from agriculture to water services. He also has extensive experience representing foreign banks and corporations, including Chinese entities, in their strategic expansion in the United States, particularly focusing on M&A and regulatory clearances and compliance.
