The State Council issued the Notice of The State Council on Measures to Promote Foreign Investments State Council [2017] No.39 (known as Circular No. 39) on August 16, 2017, which follows on the release of updated version of "Catalogue of Industries Guiding Foreign Investment” (the Catalogue) and Circular No. 5. Circular No. 39 takes more specific measures on further opening-up and promoting foreign investment in China.
