Frank joined Zhong Lun in 2008 and became a partner in 2016. He was seconded to two Fortune 500’s China headquarters for part of 2011 and part of 2012, and to Cravath, Swaine & Moore LLP in New York from 2017-2018.
Frank specializes in antitrust/competition (including merger control, unilateral and joint conducts), national security review and M&A, and has worked on 100+ matters in a variety of industries, including aerospace, automobile, chemistry, energy, engineering, FMCG, healthcare, ICT, real estate, etc. His clients have included Arm, Baowu, CHD, CNPC, CTG, Cummins, EDF, Luxottica, Microsoft, Nissan, Parker-Hannifin, Qualcomm, Schneider Electric, Tencent, Walmart, Warburg Pincus.
Frank has been the lead competition lawyer in a number of high-profile investigation/litigation, mergers & acquisitions and joint venture projects, is responsible for coordinating domestic and international teams, producing documents and communicating with relevant regulatory authorities and has maintained good cooperative relationships with lawyers from a number of well-known foreign law firms.
Frank has been rated as the “Next Generation Partners” in the field of antitrust and competition law by The Legal 500 from 2020-2022.
