    Mr. Ross concentrates his practice on mergers and acquisitions and regulatory matters and has experience in a broad range of industries.     Susan Munro has represented clients in connection with investments, commercial contracts, regulatory compliance, investigations, and disputes matters in mainland China, the Hong Kong SAR, and more broadly the Asian region for more than 25 years. From 1997 until 2001, she practiced as a barrister after being called to the Bar of the Hong Kong SAR. From 2001 to 2010, she was based in Shanghai with a US law firm, where she worked on international abritration, investments and US SEC, DOJ, and internal investigations in the pharmaceutical, medical devices, alternative energy, insurance and financial services industries. From 2010 to 2020 she was based full-time in Beijing, where she was a partner and headed up the office of a US law firm and represented Chinese state-owned enterprises, insurance companies, financial institutions, US listed companies, and a large global investment fund in connection with investments, international regulatory compliance, cybersecurity and data privacy, investigations, and cross-border disputes. Immediately prior to joining K&L Gates in Hong Kong, Susan served as a partner in a US law firm in Hong Kong. In this role, she focused on transactions, international regulatory compliance, cybersecurity, ESG, employment, and international arbitration.

    Throughout her career Susan has continued to develop her international arbitration practice, representing a wide range of clients in arbitral proceedings, sitting as an arbitrator, and undertaking various roles with arbitral institutions, including, Co-Chair of the ICC Belt & Road Commission (2020 to 2022). She is a member of Arbitral Women and is listed in the Mute-Off Thursday Global Guide to Women Arbitrators.

    Nathan (Nate) Bush advises clients in internal investigations, government enforcement actions, disputes, and compliance involving antitrust and competition, international trade, and corruption and fraud. He was based in Beijing from 2004 through 2012, and he has covered Asia from Singapore since 2013.

    Antitrust & Competition: Widely recognized as a pioneer of competition practice in China, Nate advises clients in merger notifications and antitrust investigations throughout Asia and represents Asia-based clients in U.S. antitrust matters.
    Trade, Sanctions, and Export Controls: Nate advises on economic sanctions, export controls, and blocking measures, and supply chain investigations.     Steven Hill is a partner at the firm. He has more than 20 years of experience in a broad array of international trade regulation compliance and enforcement matters, particularly export controls, including the Export Administration Regulations (EAR) and International Traffic in Arms Regulations (ITAR), sanctions laws enforced by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC), customs and other importation laws, anti-boycott laws, and anti-corruption laws, such as the Foreign Corrupt Practices Act (FCPA).

    Steven regularly advises multinational businesses in every context in which compliance with international trade laws may arise, including responding to governmental enforcement actions, preparation of voluntary disclosures and other submissions to governmental authorities, conducting internal investigations of potential violations of international trade laws, as well as ongoing day-to-day compliance matters, such as classification of goods, software, and technology, assessment of the impact of sanctions programs on proposed transactions, and obtaining licenses from relevant government agencies. Steven also assists clients in conducting internal risk assessments and development and implementation of compliance programs and has conducted targeted training on international trade laws for clients located in a number of countries. As part of his experience, Steven regularly assists clients in conducting international trade-related diligence on mergers and acquisitions, joint venture partners, and other business partners and intermediaries.

    Steven routinely works with the firm’s public policy, corporate, securities, government contracts, and white collar and criminal defense areas to provide coordinated services to clients on international trade compliance matters.     As part of his services to clients on substantive international trade matters, Steven regularly advises on national security reviews of foreign acquisitions and investments in the United States conducted by the Committee on Foreign Investment in the United States (CFIUS). This includes analysis of proposed transactions for potential national security risk factors, development of effective strategies in approaching CFIUS and other relevant actors within the US government, and submission of voluntary notifications to CFIUS.
