For the past 25 years, AmCham China's Business Climate Survey has served as one of the key barometers of the sentiment of the American business community in China. How did the 2022 performance of foreign companies in China fare in light of the COVID-19 prevention measures and mounting pressures from bilateral relations uncertainties and geopolitical tensions? What actions do our members hope to see both the US and Chinese governments take to ensure a more stable and sustainable US-China economic relationship going forward?


The 2023 report represents diverse views from 20+ sectors, citing data from roughly half of our member companies and covering a wide variety of topics including investment trends and outlooks, regulatory developments, intellectual property, and the bilateral relationship. The report continues to monitor the COVID-19 business impact and captures timely sentiments around US businesses 'Environmental (E), Social (S), and Governance (G)' strategies in China.


All AmCham China members and the wider business community are cordially invited to this briefing on Wednesday, March 1, 2023, from 10:30 to 12:00 at Conrad Beijing, to learn key findings from our survey results and the implications for foreign businesses' China operations. The presentation of key findings will be followed by a panel discussion with senior business leaders regarding their industries' experiences and outlooks.

    Colm Rafferty is the Vice President – Asia Pacific for Vermeer Corporation and is Chairman of Vermeer China.

    Vermeer is a global manufacturer of innovative solutions used to help connect people to the necessities of life, to help manage precious natural resources, and to help feed and fuel the world. Vermeer products are used in a variety of applications from underground utility infrastructure development, to non-blast surface mining, solar field installation, waste material processing, and agricultural mechanization.

    Colm started his career in China 18 years ago in the internet space, as Director for Business Development and employee #120 at Alibaba (NYSE: BABA). He also serves as a member of the International Advisory Board for VIPKID, an Internet education company which empowers over 60,000 U.S. teachers to provide high quality ESL instruction to children across China.

    Colm is Vice Chairman of the American Chamber of Commerce in China.

    Colm received an MBA from the Yale School of Management, is member of the Yale School of Management Greater China Advisory Board, and the Yale Asia Development Council.

    Gloria Xu is China Country Manager and Vice President, External Affairs of Albemarle. In this role, Gloria represents Albemarle in China and is charged to develop a strategic vision and effective engagement plans for the company to grow sustainable in the country.

    Before joining Albemarle in Feb, 2022, Gloria Xu worked for Dow Inc for more than seven years and her last role was Vice President, Greater China, serving as Dow’s corporate representative with government, trade associations and other key external stakeholders. Before joining Dow in 2014, she led the China government affairs functions of DuPont and Standard Chartered Bank respectively for 13 years. Gloria was China Public Relations Manager of Alibaba.com Group in 2000-2001 and helped build up brand awareness of the new company in its early years. From 1993 to 2000, Gloria was a political correspondent with China Daily, covering legislative and foreign affairs, military, Hong Kong, Macao, and Taiwan news.

    Gloria now enters her sixth term on the AmCham China Board, and her third year in the Vice Chair role.

    President of Boeing China at Boeing (China) Co Ltd

    Sherry Carbary was named president of Boeing China in February 2019. She serves as Boeing’s senior in-country executive, leads company-wide activities including government affairs, and supports the implementation of Boeing’s China strategy. Carbary is also responsible for supporting new business and industrial partnerships, community engagement, and expanding Boeing relationships with stakeholders in China. She reports to Sir Michael Arthur, president of Boeing International.

    Previously, she served as vice president of Flight Services for Boeing Commercial Airplanes (BCA) Commercial Aviation Services and led nearly 5,000 employees across 15 training campuses on six continents. In this role, Carbary was responsible for overseeing the organization’s global operations including flight crew, maintenance and cabin safety training, simulator services, flight operations, flight optimization services and air traffic management as well as navigation and crew operations services for the aviation and marine markets through Boeing subsidiary, Jeppesen. Prior to that, Carbary was vice president of Strategic Management for Commercial Airplanes and facilitated the development of BCA’s competitive, market-driven business strategy.

    Other positions at Boeing included BCA business director & deputy vice president of SE Asia sales, director of Boeing Corporate Investor Relations, BCA director of Revenue Management, regional director of Marketing for Airline Financial Analysis and senior financial analyst in the Corporate Credit Office.

    Carbary holds a master’s degree in business administration from Seattle University and bachelor’s degrees in finance and economics from Eastern Washington University. She currently serves on the Board of Governors of AmCham China and is the Co-Chair of the US-China Aviation Cooperation Program. She is married with one adult daughter.

    As Chair of the AmCham China Policy Committee, Les Ross is a longstanding leader of the American business and legal communities in China and in frequent contact with government officials and other stakeholders.

    Mr. Ross concentrates his practice on mergers and acquisitions and regulatory matters and has experience in a broad range of industries. He has represented both foreign and local companies and has particular experience advising foreign companies on competition law and regulatory compliance in China.

    Mr. Ross represents foreign companies in their strategic expansion in China through direct investments and mergers and acquisitions in industries ranging alphabetically from agriculture to water services. He also has extensive experience representing foreign banks and corporations, including Chinese entities, in their strategic expansion in the United States, particularly focusing on M&A and regulatory clearances and compliance. He has also represented clients in trade, dispute resolution and regulatory matters in China.
