In a new, far-reaching study by BSA | The Software Alliance assessing cloud computing policies around the globe, China ranks 23rd out of the 24 leading global IT economies in terms of a favorable policy environment for cloud computing. This compares to its ranking of 19th in 2013. Although China has made significant strides improving information technology infrastructure, the legal and regulatory environment for cloud computing in China is increasingly out of step with cloud innovation.

Join us for a roundtable with Mr. Jared Ragland, Policy Senior Director of BSA, who will share the overall finding on the BSA Cloud Computing Scorecard report, as well as policy recommendations. This will be followed by a discussion open to all attendees about the policy challenges, and a brainstorm on opportunities for opening up. George Bai, Director of Government and Regulatory Affairs of IBM, will moderate the roundtable discussion.

    George joined IBM in 2012 as Director, Government & Regulatory Affairs, responsible for government relationship, and the legislative, regulatory and administrative dimensions of public policy issues at the national, and sub-national levels of government, as well as globally.
    Before joining IBM, George worked for USITO from 2011 as Policy Research Director, responsible for directing USITO's policy research and serving as chief liaison with government agencies, technical standards groups, academic institutions and think tanks in China. Prior to joining USITO, George worked as Regulatory compliance manager at Dell China for ten years where he gained extensive experience in high-tech policy work.

    Senior Director, Policy โ€” APAC of BSA | The Software Alliance

    Jared Ragland serves as Senior Director, Policy — APAC at BSA | The Software Alliance. Working with BSA members, he develops BSA’s international strategies to open markets and promote innovation and digital trade in important foreign markets in the Asia-Pacific region, including China, India, Indonesia, Japan, Korea, and Vietnam, among others.

    Before joining BSA, Ragland served as the US Patent and Trademark Office (USPTO) Intellectual Property Rights (IPR) Attaché in the Shanghai Consulate General. Before that, he served as Director in the Office of Intellectual Property and Innovation in the Office of the US Trade Representative. From September 2005 to November 2007, Ragland served as the Science Policy Advisor to the U.S. Ambassador to APEC in the State Department's Office of Economic Policy in the Bureau of East Asian and Pacific Affairs.

    Ragland received a Doctorate in Molecular and Cellular Biology from the University of Washington in 2004, a Bachelor of Science in Biochemistry, and a Bachelor of Arts with a double major in East Asian Studies and Anthropology from the University of Arizona. He is based in BSA's Singapore office.

Attending an Event
Events have limited seating, so to ensure your attendance we encourage advance online registration and payment for ALL events. We cannot guarantee entry to anyone not registered in advance.
Most of our events are in English and off the record, but please check the webpage for each event to avoid disappointment.

Advance Tickets and Discounts
Members can receive a discount by purchasing an advance ticket at least 24 hours before the day of the event. You must pay online at the time of registering for the event to be eligible for a discount.
Discounts will not be available to members at the door.

Receipts (fapiao)
You can receive your fapiao when you arrive for an event provided that you buy an advance ticket and pay online at least 1 working day before the event and you provide the correct information for your fapiao at that time. You can leave details of the type of fapiao you need on the registration and payment page.
 
Event attendees can request a fapiao at the door or up to two months after the event. Requests made after that time will not be accommodated. Please contact the AmCham China staff member responsible for organizing your event.
 
Cancellation Policy
If you cannot attend an event for which you have registered, please cancel your registration no later than one business day prior to the event. If you fail to notify AmCham China of your cancellation in a timely fashion, you will forfeit the fee you have already paid.

To cancel you can: 1) cancel directly online through the Eventbank platform on which you registered or 2) contact the AmCham China staff member responsible for organizing your event.
