Key Insights into China's VAT & Paperless Finance Transformation
On January 1, 2026, the Value-Added Tax Law of the People's Republic of China will officially take effect. In preparation for the implementation of the new law, the Ministry of Finance and the State Taxation Administration have recently issued a series of supporting policy documents, further clarifying key rules such as the scope of taxation, tax base calculation, input tax deduction, and preferential policies. To help enterprises promptly understand the new system and assess its impact on business operations and tax compliance, we will hold a special seminar. This seminar will systematically interpret the major changes between the Value-Added Tax Law and its supporting policies compared to the current rules. It will also analyze key risks and response strategies that enterprises need to focus on, using practical case studies. We will focus on the following VAT topics:
โข Scope of Taxation and Time of Tax Liability
โข Determination of Tax Base and Tax Rates
โข Input Tax Deduction and Compliance Requirements
โข Tax Preferential Policies
The comprehensive rollout of fully digitalized electronic invoices and the deepening pilot of electronic voucher accounting data standards mark the official arrival of the "paperless end-to-end" era for corporate finance. The Ministry of Finance and 8 other ministries jointly issued the Notice on Promoting the Application of Electronic Voucher Accounting Data Standards (Cai Kuai [2025] No. 9), comprehensively advancing accounting software upgrades and the paperless transformation of enterprise financial management.
This seminar will combine the latest policy requirements to explore practical pathways for digital transformation of corporate finance through the following core topics with you:
โข What are the electronic voucher data standards
โข Compliance storage requirements for electronic vouchers
โข How to streamline the paperless process of electronic vouchers from issuance, receipt, reimbursement, accounting to archiving
