Emerging Compliance Challenges in Sanctions and Export Controls for MNC Under Escalating US-China Strategic Rivalry
In recent years, China's export control system has undergone a comprehensive upgrade from the legal framework to law enforcement practices, as reflected in increasingly comprehensive laws and regulations, a continuously expanding scope of controlled items, substantially strengthened customs enforcement efforts, and a more diversified toolkit of countermeasures. Since 2024, China has continuously strengthened export controls on strategic items such as rare earths, issuing a series of policies to systematically focus on and control the application of rare earths in materials, devices, technologies, and overseas processing.
On August 5, 2026, in response to the US Federal Communications Commission's (FCC) actions, including the intensive introduction of negative measures against China and the US Department of Homeland Security's inclusion of over 40 Chinese entities on the so-called "Uyghur Forced Labor Prevention Act Entity List", the Chinese government took a series of targeted countermeasures. Furthermore, in addition to significantly increasing law enforcement in areas such as rare earths, graphite, and drones, Chinese customs also issued the Announcement on Matters Relating to the Customs Inquiries on Export Control of Dual-use Items to further strengthen frontline supervision at the institutional level. Therefore, amid the escalating China-U.S. geopolitical rivalry, multinational import and export companies face mounting compliance pressures from sanctions and controls. This seminar will systematically review the latest policies and enforcement frameworks to help enterprises grasp the changing regulatory landscape and adopt effective compliance strategies.
